建設業 原·下請 企業間 均衡的 發展을 위한 相生協力關係 모델 : 江原地域 建設業體 中心으로

최근 국내 건설경기는 대형공공공사의 발주물량이 크게 감소하고, 정부의 부동산 안정화 정책 및 세제정책 등으로 침체국면이 계속되고 있다. 그나마 국내건설업체에 높은 부가가치를 창출해오던 공동주택 재건축 부문도 시점이 연장되고, 각종 금융규제정책으로 경영여건이 더욱 악화될 위기에 놓여 있으며, 이러한 경영위기를 타개하기 위해 건설업체간 수주경쟁은 더욱 치열해 지고, 건설시장의 불확실성도 한층 증가하고 있다. 이러한 건설시장의 치열한 경쟁과 불확실성에 효율적이며 능동적으로 대응하기 위한 하나의 방법으로 건설업체간 협력체계 구축 필요성이 제기되고 있다. 건설업체간 협력체계는 건설업 원·하청기업간의 균형적 상생을 위한 협력관계를 기반으로 하고 있으며, 대·중소 건설업의 관계는 공존·공영할 수 있는 방향으로 보완적, 분업적 협력관계를 유지할 수 있어야 한다. 본 연구는 국내 중소 건설업의 현황, 건설업체간 협력체계 및 협력 사례 등에 대해 관련 자료 및 문헌을 통한 조사와 이론적 고찰을 실시하고, 연구의 기초자료를 확보하기 위해 강원지역 일반건설업체와 전문건설업체간 상생 협력 실태 분석을 위해 설문조사를 실시하였다. 설문내용은 일반건설업체와 전문건설업체의 영역별로 경영실태의 일반적 현황과 경기전망, 원ㆍ하도급 의존도, 수·발주 문제 및 하도급 계약, 공사단가/금액 결정, 하도급 공사대금 지급등과 관련 사항, 상생협력에 관한 인식 및 발전방안, 양극화 관련 인식, 상생협력 관련 문제점 인식, 균형적 상생협력 발전방안, 제도 개선 및 지방자치단체/대정부 건의사항 등을 설문 항목으로 구성하였다. 설문조사 분석 결과를 기반으로 원·하청기업 간 균형적으로 상생 협력할 수 있는 협력체계 구축을 위하여 일반 건설업체(원청기업)의 역할, 전문건설업체(하청기업)의 역할, 원?하청기업의 신뢰 구축, 상생협력 증진 혁신 방안, 영역별 협의회 구축 및 활성화 등 건설업 상생협력 증진 모델을 도출?제시하였다. 제시한 건설업 상생 협력 모델을 우리나라 건설업의 실태, 현황, 발전 방향 등을 종합하여 건설산업의 생태계를 자연계의 생물학적 생태계 개념과 비교 설명하였다. 강원지역 건설업의 발전 방향은 먼저 국내 대·중소 건설업의 특성, 하도급 체계 등 현황과 일반 건설업과 전문 건설업의 관계, 건설업의 문제점, 상생 협력의 필요성, 상생협력 방안, 국내외 사례를 고찰하였으며 강원지역 건설업의 실태와 상생협력 현황을 파악하여 지역 건설업의 지원ㆍ육성 당위성과 수요 창출로 제시하였다. 본 연구에서 제시한 건설업 국내 원·하청기업간 균형적으로 상생 협력할 수 있는 실질적인 협력체계 구축 모델은 일차적으로 강원지역을 중심으로 수행되었으나 향후 관련 자료를 전국적으로 수집 분석함으로써 강원 지역 중심으로 도출?제시된 현재의 연구결과를 객관적으로 검증해 갈 예정이다. 이를 통해 본 연구에서 제시된 건설업 원·하청기업 간 협력증진 모델이 전국적 모델로 확대 발전할 수 있도록 후속 연구를 추진할 계획이다. Recently, the domestic construction industry has been rapidly reduced and its economic slump has continued with the government's policy of estate stabilization and taxation. Moreover, the apartment reconstruction comes into a crisis of getting increasingly worse with the prolongation of the start of reconstruction and the finance restriction policies. Construction markets have become quite uncertain, and construction companies have come into harsh competition. As a consequence, the establishment of collaboration relationship among construction companies has been brought up as one of the methodologies to resolve efficiently these uncertainties and keen competitions. The collaboration relationship among construction companies is based on the balanced and cooperative relationship, and their relationship among big, middle and small contractors should serve to maintain their mutual survival and prosperity. This study makes a survey in order to analyze the actual conditions of mutual cooperation between general contractors and special contractors in Gangwon area. The survey covers a wide range of general present situation of management, economic prospects, dependence of contractors and subcontractors, problems of receiving and placing orders, contracts of subcontractors, construction unit price/decision of money, and charging construction payment of subcontractors. It also includes developmental projects about mutual cooperation, recognition of bipolarization, recognition of problems related to mutual cooperation, developmental plans of balanced mutual cooperation, the improvement of the system, suggestions to the local and central governments, and so on in the territories of general contractor and special contractors. And in order to establish the cooperation system between prime and subcontractors, this study, with the results of analyzed survey, suggests developmental models for the mutual cooperation of construction industry such as roles of general contractors (prime contractors), roles of special contractors (subcontractors), construction of trust between prime and sub contractors, innovative plans for mutual cooperation, construction and activation of various conferences according to territories. This study compares the suggested models of mutual cooperation with the ecosystems of construction industry by synthesizing the actual condition of internal construction industry, present situation, developmental direction and so on. This paper proposes a model for constructing practical collaboration relationships between prime and sub contractors in Korean construction companies after analyzing the questionnaires as well as surveying the case studies of their actual conditions. This study is carried out with focus on Gangwon area, but by collecting and analyzing the related data over the country, it will verify objectively the present academic results focused on Gangwon area. Subsequent study will be continued so that the suggested cooperation model among prime and sub contractors can be enlarged and developed to the nationwide one.
