소프트웨어 IT아웃소싱 프로젝트의 효과적인 수행 및 감사 방안

정보시스템의 복잡성과 기술의 빠른 변화, 전문 기술인력 확보의 어려움에 따라 조직의 유연성과 서비스 향상을 도모하기 위해 공공기관의 IT아웃소싱은 지속적으로 증가되고 있는 추세이다. 대다수의 공공기관들은 IT아웃소싱을 비즈니스 전략과 연계한 IT거버넌스를 실현하기 위해 많은 노력과 투자를 하고 있다. 하지만 핵심서비스에 대한 아웃소싱으로 인해 의존도가 높아짐에 따라 수행 인력에 대한 통제의 어려움이 발생하고, 체계적인 품질활동과 통제의 부족으로 인해 보이지 않는 서비스의 원천 코드는 많은 문제점이 쌓여가고 있다. 이러한 문제들을 극복하기 위해서는 발주자와의 일원화된 의사소통 채널, 측정 가능한 단계별 프로세스 정립, 체계적인 품질관리와 지속적인 통제 활동이 필요하다. 본 논문은 발주자 관점에서 작성된 IT아웃소싱 매뉴얼의 프로세스를 수행자 관점과 일치시켜 일원화된 의사소통 채널을 확보하였고, 수행 관점에서 각 단계별 주요 활동과 그 결과물을 PMBOK의 기법을 적용하여 규정하였으며, 각 단계별 활동 결과를 점검하기 위한 점검 항목을 도출하였다. 본 논문은 IT아웃소싱 프로젝트 수행자를 위해 수행자 관점에서 해야 할 구체적인 활동과 활동 결과를 감사 관점에서 점검할 수 있는 지침을 제공한다. IT outsourcing of public organizations is continuously increasing in order to promote flexibility and service improvement as information system gets complex, technology changes fast, and securing professionals gets difficult. Most public organizations are making a great deal of investment and efforts to realize the IT governance linked to business strategies. However, it gets difficult to control the people who carry out the projects as a dependency level of outsourcing for core services goes higher, and because of lack of structural quality activities and control, hidden services’ original sources gets a lot of problems piled up. In order to solve those problems, a unified communication channel with an ordering body, an estimable process of each stage, systematic quality assurance, and continuous controlling activities are needed. This thesis has secured a unified communication channel by making IT outsourcing manual process created by the perspective of an ordering body equal to the viewpoint of a conducting body. The thesis also has defined main activities and their results of each stage by applying PMBOK methods, and has deducted checking points for each stage’s results. This thesis provides the conducting body’s things to do in detail for IT outsourcing project and guidelines that an inspector can use for the results.
