ITSM 기반의 의료정보시스템 운영에 대한 감리 점검항목 연구

IT 정보기술 산업의 발전에 따라 많은 정보시스템이 사회 전반에 걸쳐 도입되어 운영되고 있으며, 정보시스템에 대한 의존도가 증가하고 그에 따른 위험도 더욱 늘어나고 있다. 이에 대한 위험을 방지하기 위해 기업은 정보시스템 운영에 수반되는 위험요인에 대하여 사전에 식별하고 평가하여 대응책을 마련하고 있다. 특히 의료기관과 같은 분야는 개인의 프라이버시와 관련된 극히 개인적인 정보가 활용되고 생명과 직결되는 정보가 축적되어 운영되는 서비스이므로 안전성과 보안성 및 신뢰성이 가장 우선적으로 확보되어야 한다. 24시간 가동되어야 하는 의료정보시스템은 장애가 일어날 경우 막대한 수익의 손해가 발생할 뿐 아니라 축적된 중요한 개인정보의 손실이 발생하므로 사전에 위험을 식별하고 방지하는 것이 무엇보다 중요하다. 이러한 위험요소는 의료정보시스템의 구축 및 운영 과정에서 감리를 시행함으로써 위험을 사전에 최소화 할 수 있다. 하지만 감리 관점에서 의료정보시스템은 주로 공공부분의 소프트웨어 개발 단계에서만 집중하여 감리가 시행되고 운영 관점에서의 감리 연구는 인식조차 낮은 편이다. 의료정보시스템 운영감리는 현재의 정보시스템 운영감리 이외에도 환자의 건강과 안전이라는 특별한 병원 업무 특성을 접목하여 점검항목의 기준을 마련하여야 한다. 따라서 본 논문에서는 ITSM 기반에서 의료정보시스템 운영에 초점을 맞추고 정보시스템 운영감리의 감리 모형과 점검항목에 대하여 비교 분석하여 의료정보시스템에 운영에 적합한 감리 점검항목을 제시하고자 한다. 향후 의료정보시스템의 운영 감리에 대한 연구가 활발히 진행되고 실효성 검증이 이루어져 운영 감리 지침이 정립되길 바란다. As IT information technology has developed, many information systems have been adopted in many areas of our society which increases our dependence on information system. As our dependence increases, the risk resulting in this dependence is also on the rise. In order to prevent the risk, the corporation has prepared a countermeasure by recognizing and analyzing the risk in advanced. Especially, the safety, security and credibility are the priory to obtain in the filed like medical facilities since they provide services which personal information closely related to their privacy is utilized and information directly related to the life is accumulated and operated. It is the most critical to recognize and prevent the risk in advance since it can cause major loss and damage to accumulated personal information if any error occurs in the information system which must operate for 24 hours. These risk factors can be minimized in advance by supervising the process while building and operating the medical information system. However, from an inspectional perspective, the supervision is implemented mostly in the software development phase and the study of supervision in terms of operational perspective is rather poor. Besides current supervision for information system operation, the standards of supervisory items applying the characteristics of hospital should be developed due to its unique characteristic that it is closely related to patient’s health and safety. Therefore, the purpose of this thesis is to suggest the proper supervisory items which are suitable for medical information system by comparing and analyzing supervision of information system operation, supervisory models and supervisory items focusing on the operation of ITSM infrastructure of medical information system. Henceforward, the operation supervisory guideline should be established by conducting active studies about the supervision of medical information system operation and verifying their effectiveness.
