地方自治團體의 地域開發課題에 관한 硏究 - 平澤市의 地域開發 機能을 中心으로
Pyungtaek City launched into the system of the provincial city, facing with the new western coast age by the unification of three city and counties in May, 10, 1995. The inauguration of the representative of the provincial government elected by the people, in July 1, 1995, put the city into the localgovemment age which had to achieve the balance and harmony between the local development and the public welfare for the residents. Under this new situation, as one of the local autonomous bodies, Pyungtaek City is required to remove the aftermath of the unification of the three city and counties and refiect the needs of the residents. In order to grow up as the leading city in the western coast where is expected to reach 100 million population in 2016, its social overhead capital needs to develop without fail, including Pyungtaek harbor, the highway along western coast, Poseung Nation Industrial Complex and 38 national roads ; The Task local developmental direction of Pyungtaek City that has been discussed hitherto can be summarized into the followings: 1. The Construction of a Park Cemetery according to the increasing demand for cemetery The increasing demand for a burial ground in proportion to the city's growth make it difficult to acquire the land and installation for it, putting the common people into the cemetery shortage as serious as the housing famine. A park cemetery over a hundred thousand pyung Should build up in the areas Pyungtaek, Songtan and Anjoong, by participations of land owners, company and the local autonomous body, to positively cope with the residents' demand for the public welfare. 2. The Development of the Social Overhead Capital To grow up as one of the international harbor, the current fuel supply base function of the central region should be extended to have Pyungtaek harbor equipped with the urban functions as a harbor, Pyungtaek harbor also needs to take charge of the trade base in the central regio by sharing the disposal of import-exoprt cargo with Inchon harvor. Besides, a wharf should be developed by attracting the private resources to exclusively dispose the large-sited cargo, with enhancing its effectiveness. The existing function focused on LNG and LPG needs to extend, by developing anchor ground and entry route, and securing the rear road and cargo distribution facilities. 3. The connection of Development The connection to Seaside Industrial Complex and the industrial facilities in the inner Choongchung province should strengthen to get away the dependable industrial structure. The local industrial complex should focus on the component manufacture to elevate its competitiveness. The new establishment of business relied on hand work like paper, non-metal mineral and fiber should be restrained. The local information network 4. The Construction of the Traffic Network and Transportation System The development of Pyungtaek harbor, Poseung National Industrial Complex and the local industrial complex raises the needs for installation the highway between Chungbook and Choongju connected to the eastern coast highway and the extension of Kyungbu highway. The main local roads must advance to the national road, and the No. 39 national road between Anjoong and Choongju must extend. To transport the cargo to pyungtaek harbor, the 27km-length Poseung-Pyungtaek railroad and 43km-length railroad should build up. In addition, the distribution complex must set up in Yongi-dong with the size of 165 thousand pyung, Poseung Industrial Complex with 244 thousand pyung, and the northern area of Pyungtraek harbor with 50 thousand pyung, in order to serve the distribution of cargo, agricultural and fishing products and daily necessities that are on increase. 5. The Development of Man power Owing to the development of the industrial complex, it is expected to need more than two thousand people annually for research and techniques. An university and a junior college must be established, and the university to be established should give an emphasis the lines of engineering and ecinomics, consideing the on position of the new industrial complex and the type of bysiness to be invited. The junior college should locate at the backward housing area or the new street in the city, if possible. Also, it is expected 8,000 manufacturing personnels are in want. Accordingly, an industrial high school is needed at housing area. 6. The Development of Tounsim Resources An outstanding tourist facilities is needed to receive the increasing tourist population in the metropolitan area and meet demand for a test area behide the harbor. To construct the tounist belt from the metropolitan area and the westeen coast highway to Pyungtaek lake and to Ashan area, Choongnam, a tourist leisure-sports tow must be build up, and a resort town should be developed by byilding an auto-camp facilities, an barbecue garden clean camp facilities.

환자 맞춤형 모바일 의료정보 서비스 시스템 설계 및 구현

최근 모바일 컴퓨팅 기술의 비약적인 발전으로 환자관리 등 병원업무에서도 모바일 컴퓨팅 기술을 적용하는 시도가 이루어지고 있다. 그러나 모바일 컴퓨팅 환경은 단말기의 낮은 컴퓨팅 능력과 작은 디스플레이, 무선통신으로 인한 낮은 보안성 등 특유의 취약점이 존재함에도 불구하고 병원정보시스템은 상당한 수준의 안정성을 요구한다. 또한 대부분의 병원이 환자의 의료데이터를 관리하는 방대한 시스템을 보유하고 있으며 모바일 컴퓨팅을 이용하는 단말기는 환자의 진료과정에서 이동 중 환자의 기록을 검색하고 의사의 처방을 전달하는 보조적인 수단으로 사용코자 하는 것으로 분석되었다. 하지만 대형병원 시설 및 설비의 비용적인 한계를 본 논문에서는 요구조건을 기반으로 중소형 병원의 모바일 컴퓨팅 환경에서 병원정보시스템 설계에 고려되어야 하는 사항을 시스템의 기능측면에서 분석하여 제시하여 실제 병원에서 적용 가능한 병원정보시스템을 설계하고 이를 구현하여 시험 운영하였다. 구현된 시스템의 시험운영 결과 의료진이 장소와 시간에 구애받지 않고 실시간으로 처방과 임상데이터를 전달하고 환자에게는 보다 나은 의료서비스를 제공하여 의료서비스의 질적 향상에 기여할 수 있는 것으로 평가되었다.
