1960년대 이래 韓國經濟가 高度成長을 이룰 수 있었던 要因중 하나는 社會間接資本의 역 할이다. 그러나 1980년대 들어 經濟規模는 급격히 擴大되어 왔지만 이를 뒷받침할 만한 사회간접자본투자가 이루어지지 못하여 産業의 持縷的 발전을 沮害하고 經濟先進化에 障碍要因으로 작용하고 있다. 本 論文에서는 사회간접자본의 槪念과 特性에 대한 다양한 論議를 정리하고 경제성장과정 에서의 社會間接資本投資理論을 Nurkse의 均衡成長理論과 Hirshman의 不均衡成長理論을 중심으로 파악하였다. 그리고 투자과정에서 발생하는 外部經濟效果를 團內總生産增大效果와 地域均衡發展效果와 관련해서 살펴보았다. 또한 현재 한국에서의 사회간접자본에 대한 隘路의 發生原因과 部門別 隘路現況을 살펴보고 問題의 심각성을 提起하였으며 앞으로의 豫想 需要와 投資財源의 規模를 把握하여 정책수립의 根據를 마련하였다. 위의 論議를 바탕으로 한국에서의 사회간접자본의 애로해소와 持續的 경제발전을 위한 體系的이고 長期的인 投資政策樹立의 몇가지 方向提示를 하였다. 또한 政策遂行過程에 소요되는 莫大한 財源의 조달방안을 租稅擴大과 公共資金轉用, 國公債發行, 民資誘致와 관련하여 논의하였다. 현재 社會間接資本의 投資는 더이상 미룰 수 없는 最大의 經濟懸案으로 效率的인 사회간접자본 투자정책 수행과 재원조달을 위해서는 國民의 多少의 經濟的 負擔과 不利益을 克服할 수 있는 國民的 合意가 必須的이라 하겠다 Social overhead capital has been one of the main factors in the rapid progress of Korea's economy since 1960's. However, the government's investment in social overhead capital has been neglected since the 1980's. This has limited further development of the economy. This study has defined diverse controversies on the concepts and characteristics of social overhead capital, analyzed the thoery of social overhead capital in the progress of economic development based upon Nurkse's Theory of Balanced Growth and Hirshman's Thoery of Unbalanced Growth, and discussed the external economic effect of investment with relation to increased Gross Domestic Productions and its effect on balanced regional development. Based on the above study, the cause and seriousness of the current bottlenecks of Korean social overhead capital were analyzed and the basis for further establishment of economic policies were suggested with respect to prospective demand and the amount of investment resources. Therefore, several solutions for the current Korean unbalanced social overhead capital and systematic and long-term investment policy with the aim of continuous economic development were suggested. Additionally, the supplying methods of the large investments in the process of carrying-out the policies were compared with the increase of revenue, diversion of public capital, issuance of public bonds and encouragement of civil capital investment. Currently, the investment for social overhead capital by the government is one of the country's most serious economic issues. Therefore, I think we need a national-wide agreement to endure temporary economic burden and disadvantage for effective accomplishment of investment policy and adequate supply of financial resources for social overhead capital.
