재활용 및 대형폐기물 처리용역 개선에 대한 시민만족도 분석 : 용인시를 중심으로

본 연구는 용인시가 인구 규모 100만 명을 돌파한 대도시임에도 불구하고 생활폐기물처리 서비스행정 분야가 인근 주요 도시들에 비추어 미흡한 실정으로 보다 높은 수준으로 이끌어야할 필요성과 중앙정부의 환경정책에 부합하는 중·장기적이고 거시적인 관점에서 업무를 추진해야 할 필요성으로 출발하였다. 그리고 경기도내 기초자치단체의 재활용 및 대형폐기물 관련하여 운영현황을 파악하고 현재 용인시가 위탁 추진하고 있는 재활용 및 대형폐기물 수거·처리 서비스전달체계와 대행업체의 운영 실태를 분석하여 문제점과 개선사항으로 무엇이 있는지 파악하였다. 또한, 생활폐기물처리 서비스행정 중에서 재활용 및 대형폐기물 처리에 대한 시민만족도를 중심으로 설문조사를 실시하고 통계적 분석을 통해 생활폐기물처리 서비스행정 분야에 대한 개선점과 정책적 함의를 제시하고자 하였다. 먼저 제2장에서 생활폐기물과 민간위탁에 대한 선행연구와 관련자료 등 이론적 근거를 통해 재활용 및 대형폐기물 관련 서비스 전달체계에 대한 이해를 도왔으며, 제3장을 통해 경기도내 재활용 및 대형폐기물 관련 운영현황을 살펴보고 용인시의 위탁운영 기관들의 운영현황을 살펴보았다. 제4장에서는 재활용 및 대형폐기물 처리에 대한 시민만족도를 중심으로 설문조사를 통해 빈도분석을 하였다. 분석결과로 생활폐기물 수거에 대한 만족도에 비해 재활용품과 대형폐기물에 대한 만족도가 낮으며, 이에 대한 개선책이 필요하다. 생활폐기물 처리 전반에 대한 업무는 민간위탁을 주로 선호하지만 주된 이유는 책임소재가 분명하다는 사항이 공통된 설문결과로 이를 통해 생활폐기물 행정이 공공성을 기반으로 추진하지만 적절하고 균형잡힌 효율성을 추구해야만 주민들의 만족도를 높일 것으로 본다. 재활용 및 대형폐기물 수거횟수는 현재 지역별 여건에 맞추어 운영하고 있으나 설문결과 주 3회를 가장 선호하는 것으로 분석되어, 향후 예산지원을 통해 주 3회 수거를 정착시킬 필요가 있다. 현행 대형폐기물 스티커 비용에 대해서 특별한 시사점은 없으나 가격대비 서비스나 모바일 시스템 도입 등의 시민편의성 증진 방향으로 개선할 필요가 있다. 재활용 및 대형폐기물의 수거시간과 관련해서는 오전9시부터 12시까지의 시간대를 가장 선호하는 것으로 분석되었다. 이상의 설문결과를 근거로 주거형태와 3개 구별 만족도에 대한 차이점이 있음을 발견하였다. 이를 통해 각 지역 특성에 맞은 재활용 및 대형폐기물 처리 서비스 만족도를 제고할 수 있는 개선방안을 제시하였다. 구체적으로 개선방안에 대해 살펴보면 관리효율성 측면에서 위탁업체간의 실무협의 정례화를 통해 업체간 정보공유와 민원최소화를 위한 토대마련을 제시하였고, 재활용동네마당 관리운영 활성화 개선을 통해 주민의 자발적 참여유도와 마을리더로 양성화하는 방안을 제시하였다. 그리고 공공재활용센터의 시설현대화 및 적정규모에 대한 개선을 제안하고 가장 민원이 많은 재활용품 수거와 관련해서는 점진적으로 인력 및 차량 확대를 제언하였다. 민원편의성 측면에서는 구청중심의 수거요일제 운영을 제시하여 민원최소화를 도모하였고, 무단투기를 감소시키기 위한 방법으로 구청중심의 단속강화와 체계화를 제언하였으며, 수수료 지불과 관련해서는 모바일 결재시스템 도입을 제언하였다. 지역환원성 관점에서는 재활용품 분리배출 요령에 대한 적극적 시민홍보를 제시하였으며, 업사이클링을 통한 사회경제적 육성방안을 정책제언을 하였다. 이상의 정책제언을 통해 용인시 재활용 및 대형폐기물 처리에 대한 개선과 시민만족도를 높이는 정책마련에 도움이 되길 희망한다. First, in Chapter 2, we helped to understand the service delivery system related to recycling and large-scale waste through the theoretical basis such as previous research and related data on municipal solid waste and private consignment. Through Chapter 3, And examined the operation status of the consignment management institutions of Yongin City. In Chapter 4, frequency analysis was conducted through questionnaires focusing on citizen satisfaction for recycling and large-scale waste disposal. As a result of the analysis, satisfaction with recycling and large-scale waste is lower than satisfaction with municipal waste collection, and improvement measures are needed. Although the general management of municipal solid waste disposal is mainly favored by private entrustment, the main reason is that the responsibility of the municipality is clear. As a result of this survey, municipal waste management is based on publicity, but it is necessary to pursue proper and balanced efficiency. I think it will increase satisfaction. The number of recycling and large-scale waste collection is currently in line with local conditions, but it is analyzed that the survey is the most favored three times a week, and it is necessary to settle the collection three times a week through budget support in the future. Although there is no specific implication for the current large-scale waste sticker cost, it is necessary to improve the convenience of citizen convenience by introducing price-service and mobile system. Regarding the collection time of recycling and large-scale waste, it is analyzed that they prefer the time zone from 9:00 am to 12:00 am. Based on the results of the above survey, we found that there is a difference between the residential type and the satisfaction of the three distinctions. This suggests the improvement policy to improve the satisfaction of recycling and large waste disposal service according to local characteristics. Specifically, look at the policy recommendations for improvement, In terms of management efficiency, it suggested the establishment of a basis for information sharing and minimization of civil complaints through regular consultation between contracting companies. Through local recycling yard management operations enable improvements suggested a voluntary engagement and the village leaders plan to bisexual residents. In addition, the public recycling center proposed modernization of the facility and improvement of the appropriate scale, and suggested the gradual increase of the manpower and the vehicle in relation to the collection of recycled materials with the most complaints. In terms of civil appeal convenience, it was proposed to minimize the complaints by suggesting the day-of-the-week collection service based on the ward office, and propose enforcement and systematization centered on ward offices as a way to reduce unauthorized dumping. From the viewpoint of regional re-duction, pro-active citizen's promotion about the separation and disposal method of recycled product was suggested, and the policy suggestion of socio-economic fostering through up-cycling was suggested. Through the above policy proposal, I hope that it will help to improve the recycling and disposal of large-scale waste of Yongin City and to create a policy to increase citizen satisfaction.
