고등교육기관의 평가인증제가 대학 경영성과에 미치는 영향 : 전문대학을 중심으로

본 연구는 고등교육기관의 평가인증제가 대학의 경영성과에 어떠한 영향을 미치는지를 알아보기 위하여 1주기 기관평가인증제가 대학 균형성과표(BSC) 4가지 관점의 성과에 미치는 영향을 검증할 목적으로 진행되었다. 이를 위하여 고등교육기관의 1주기 평가인증제에 대한 내용을 살펴보고, 대학 조직의 균형성과표(BSC) 및 1주기 기관평가인증제의 성과분석에 대한 선행연구에 대해 살펴보았다. 그리고 종속변수인 기관평가인증제 즉, 기관평가인증제도에 대한 관심의 정도, 기관평가인증의 평가준비에 대한 적절성, 기관평가인증의 자체평가에 대한 만족도가 대학 균형성과표(BSC)의 고객관점, 내부프로세스 관점, 학습과 성장 관점, 재무 관점의 4가지 성과에 미치는 영향을 분석․검증하였다. 1주기 기관평가인증제의 성과분석에 관한 선행 연구들은 주로 평가인증제 체제 자체의 성과와 각 평가요소에 있어서 대학의 변화에 초점을 두고 성과를 분석함으로써 정작 기관평가인증제가 평가인증의 평가대상인 대학의 경영성과에 미친 영향에 대한 분석은 제대로 이루어지지 못하였다. 이러한 점에서 기관평가인증제가 대학의 경영성과에 미친 영향을 분석한 결과 첫째, 기관평가인증제 중 기관평가인증제도에 대한 관심 정도는 대학 BSC의 학습과 성장 성과에만 영향을 미치며 그 외 고객 성과, 내부프로세스 성과, 재무 성과에는 영향을 미치지 않는 것으로 나타났다. 둘째, 기관평가인증제 중 기관평가인증의 평가준비에 대한 적절성은 대학 BSC의 고객 성과, 내부프로세스 성과, 재무 성과에 영향을 미치지만 학습과 성장 성과에는 영향을 미치지 않는 것으로 나타났다. 셋째, 기관평가인증제 중 기관평가인증의 자체평가에 대한 만족도는 대학 BSC의 고객 성과, 내부프로세스 성과, 학습과 성장 성과, 재무 성과 등 모든 관점의 성과에 영향을 미치는 것으로 나타났다. 이는 기관평가인증제도에 대한 인식과 관심은 인증 획득이라는 목표를 설정하고 우수한 평가결과를 획득하기 위해 평가인증의 여건 형성, 우수 인적자원 확보와 양성, 교육과 훈련, 의사소통 등 평가인증의 기반이 되는 학습과 혁신으로 이어지고, 기관평가인증의 평가준비를 통해 실질적인 교육체계 혁신이나 내부프로세스 효율성 향상, 재원의 확보와 효율적 집행 등으로 교육의 질이 개선되어 학생을 비롯한 교육수요자의 만족도와 선호도가 높아지며, 궁극적으로 기관평가인증의 효율적 자체평가와 만족스러운 결과는 인증평가에서 요구하는 기준 이상을 충족하면서 대학의 모든 분야의 경영성과에 영향을 가져오는 것으로 해석된다. 본 연구의 결과는 기관평가인증제를 통한 대학의 경영성과 관리방안을 강구하는데 유용하게 활용될 수 있을 것이다. 학령인구의 급감 등 급변하는 대학의 대내외 환경에서 생존을 넘어 지속가능한 발전을 도모하기 위해 평가인증제를 다양한 대학의 경영성과로 연계할 경영전략 수립에 유용한 정보를 제공할 것이다.

대학의 평가인증제가 조직 운영 요인을 통해 경영성과에 미치는 영향

Today, the environment surrounding universities is changing rapidly. The uncontrollable reduction of school-age population presents challenges for survival of the university and structural reform. In addition, the emergence of a borderless education market and changes in the industrial structure will require the establishment of a new education system in the long run. Thus, if a university does not have a competitive edge including quality of education, it will be difficult to survive. Awareness of the importance of the certification system has expanded. The institutional evaluation and accreditation system is a major policy and quality management system of universities that enhances educational competitiveness through continuous improvement of a university’s education. It expands the university’s specialization to achive its goals. Therefore, the management performance of the university will also vary depending on the leadership of the president; the main body of university operation, and how the participation and competence of the members of the organization are utilized. From this point of view, this study aimed to investigate the causal relationship between the institutional evaluation and accreditation system, the characteristics factors of the organization’s operation (The leadership of the top managers, the absorption capacity of the members of the organization) and the management performance. In order to achieve the purpose of this research, a research model was established through previous studies, and a hypothesis about the relationship between the institutional evaluation and accreditation system, leadership, absorption capacity, and management performance. To verify this statistically, a questionnaire was conducted for teachers and employees who are directly or indirectly related to the evaluation and and accreditation work of 4-year universities and colleges nationwide. The SPSS and SmartPLS were used for the 312 valid questionnaires collected and frequency analysis and structural equation model analysis were conducted. The validity and reliability of the measurement model was verified and the research hypothesis was verified through the analysis of the PLS structure model. First, in the relationship between the agency evaluation and accreditation system and the leadership of the CEO, the effects of the recognition and purpose of the evaluation and accreditation system on the strategic leadership and the participatory leadership were identified. Second, in the relationship between the leadership of the CEO and the absorption capacities of the members of the organization, the effects of the strategic leadership and the participatory leadership of the CEO on the absorption capacities of the members of the organization were identified. Third, it was confirmed that the absorption capacity of organizational members had an influence on financial performance and non financial performance in relation between absorption capacity and management performance of organizational members. Fourth, it was confirmed that the use of institutional evaluation and accreditation results in the relationship between the institutional evaluation and accreditation system and management performance had an impact on financial performance and non-financial performance. Fifth, the relationship between absorption capacity and non-financial performance is regulated according to the degree of utilization of the results of evaluation and accreditation in the moderating effect of institutional evaluation and accreditation system between the absorption capacity and management performance of organizational members. Confirmed but not controled. This study has a distinctive meaning in that it explores the characteristics of organizational operation as an intermediate process variable in order to examine how the institutional evaluation certification system effects the management performance of universities. The methodology of this mechanism helps to understand the effect of the institutional certification system more clearly and explain how the best certification and the members of the organization should use the system as a quality management system of the university. 오늘날 대학을 둘러싼 환경은 급변하고 있다. 통제할 수 없는 학령인구의 감소는 대학의 생존과 구조개혁이라는 과제를 안겨주고 있다. 여기에 더하여 국경없는 교육시장의 출현과 산업구조의 변화도 장기적으로 신교육체제의 수립을 요구하고 있다. 따라서 대학은 교육의 질을 포함한 경쟁력을 갖추지 못할 경우 생존마저 어렵게 되면서, 평가・인증의 중요성 인식이 확대되었다. 기관평가인증제도는 대학 교육의 질 제고와 지속적 개선을 통해 교육경쟁력을 강화하고 대학의 특성화를 확대하여 목표를 달성하도록 하는 대학의 주요한 정책이며 품질경영시스템이다. 그러므로 대학 운영의 중심 주체인 총장의 리더십과 조직구성원들의 참여와 역량이 어떻게 활용되느냐에 따라 대학의 경영성과도 달라질 것이다. 본 연구는 이러한 관점에서 기관평가인증제와 조직 운영의 특성 요인(최고경영자의 리더십, 조직구성원들의 흡수역량), 경영성과 간의 인과관계를 규명하고자 하였다. 연구의 목적을 달성하기 위해 선행연구를 통하여 연구모형을 수립하고, 기관평가인증제와 리더십, 흡수역량, 경영성과 간의 관계에 대한 가설을 설정하였다. 이를 통계적으로 검증하기 위해 전국 4년제 대학과 전문대학의 평가인증 업무와 직ㆍ간접적으로 관련이 있는 교원 및 직원을 대상으로 설문조사를 실시하였다. 수집된 312부의 유효설문지에 대해 SPSS와 SmartPLS를 활용하여 빈도분석과 구조방정식모형 분석을 실시하였다. 측정모형의 타당성과 신뢰성을 확인하고 PLS의 구조모형 분석을 통해 연구가설을 검증한 결과는 다음과 같다. 첫째, 기관평가인증제와 최고경영자의 리더십 간의 관계에서 평가인증제 인식과 평가인증제 목적이 전략적 리더십과 참여적 리더십에 미치는 영향을 확인하였다. 둘째, 최고경영자의 리더십과 조직구성원들의 흡수역량 간의 관계에서 최고경영자의 전략적 리더십과 참여적 리더십이 조직구성원들의 흡수역량에 미치는 영향을 확인하였다. 셋째, 조직구성원들의 흡수역량과 경영성과 간의 관계에서 조직구성원들의 흡수역량이 재무성과와 비재무성과에 영향을 미치고 있음을 확인하였다. 넷째, 기관평가인증제와 경영성과 간의 관계에서 기관평가인증결과 활용은 재무성과와 비재무성과에 영향을 미치고 있음을 확인하였다. 다섯째, 조직구성원들의 흡수역량과 경영성과 간 기관평가인증제의 조절효과에 있어서 인증평가결과 활용의 정도에 따라 흡수역량과 비재무성과 간의 관계가 조절되지만, 흡수역량과 재무성과 간의 관계는 조절되지 않는 것을 확인하였다. 본 연구는 기관평가인증제가 어떠한 과정을 통해서 대학의 경영성과에 영향을 미치는지를 살펴보기 위해 조직 운영의 특성 요인을 중간과정변수로 탐색하였다는 점에서 차별적 의미를 가진다. 이러한 메카니즘의 방법적 규명은 기관평가인증제의 효과를 더욱 명확하게 이해할 수 있도록 도와주며, 대학의 품질경영시스템으로서의 평가인증제를 최고경영자와 조직구성원들이 어떻게 활용하여야 하는지를 설명해주고 있다.

바울에게 있어 신학적 특징은 무엇일까? 그것은 ‘하나님의 의 “의(義):[히](קדצ), [헬]δικαιοσ γη [라]justiyia [영] justice, righteousness - 옳고 바른것, 의(義)는 성경 가운데 가장 빈번하면서도 중요하게 사용되는 개념으로, 하나님의 거룩한 법의 기준에 의하여 판단되어지는 것으로 알려진다. 의는 하나님의 거룩한 성품으로부터 유래되어진다. CLP성경사전편찬위원회, 『CLP 성경사전』, (서울:기독교문사, 2001), 1113-1114. ’라는 개념일 것이다. 바울은 로마서에서 ‘하나님의 의’를 강조하고 있다. 또한 로마서에서 ‘칭의(稱義)’를 주된 주제로 삼고 있다. 바울의 복음의 내용은 예수 그리스도에 관한 것이다. 예수 그리스도를 통해서 ‘구원을 주시는 하나님의 능력’이라고 선포하였다. 이러한 그의 신학이 녹아 있는 것이 로마서이다.
