폐교재산의 효율적 관리 및 활용방안 연구 : 경상남도 거창군의 폐교를 중심으로

지속해서 감소하고 있는 대한민국의 출산율로 인하여 한국의 학령 인구가 따라 감소해 오고 있다. 본 연구는 이러한 추세가 폐교 증가와 직결되어 있다는 것과 이는 고령화와 저출산 문제로 인한 지방 소멸의 우려와 밀집한 관련이 있다는 연구 결과를 기반으로 하여, 특히 농촌(거창군)의 폐교 재산 활용에 대한 연구를 진행하였다. 본 연구는 거창군 폐교 재산 4개의 사회, 경제적 가치를 비즈니스모델 젠(Zen)의 구성요소를 사용하여 조사했으며, 운영 형태에 따른 지역사회의 교육, 문화, 체험 중심의 시설 및 마을 중심의 소득증대 기능을 평가 후 구분하였다. 그 후 폐교에 대한 이해와 인식 확대, 정책 개발 및 개선, 사회적 영향 파악, 최선의 활용 방안 모색 등의 목적을 위해 사례분석을 실시하였다. 그 결과 폐교 재산을 활용한 기관의 비즈니스적 성과를 개선하기 위한 방안을 도출했다 : 혁신적인 수익 모델 개발, 합리적인 비용 구조 유지, 정부주도형 기관이 갖고 있지 못한 브랜드 파워나 고객과의 연결 능력 발휘하여 파트너십 강화, 지역에 맞는 서비스와 콘텐츠 개발. 본 연구는 폐교 활용의 지속가능성을 위한 기초 자료로 사용될 수 있다는 점에서 의미가 있다. Due to the continuously decreasing fertility rate in South Korea, the school-age population in Korea has been decreasing. This study conducted a study on the use of closed school property, especially in rural areas (Geochang-gun), based on the results of a study that this trend is directly related to the increase in closed school and that it is closely related to concerns about local extinction due to the problem of aging and low birth rate. This study investigated the social and economic values of the four closed properties in Geochang-gun using the components of the business model Zen, and evaluated and classified the local community's education, culture, experience-oriented facilities, and village-oriented income increase functions according to the type of operation. After that, case analysis was conducted for the purpose of expanding understanding and awareness of closed schools, developing and improving policies, identifying social impacts, and finding the best way to utilize them. As a result, a plan was drawn to improve the business performance of the institution using the property of closed schools: developing an innovative profit model, maintaining a reasonable cost structure, strengthening partnerships by demonstrating brand power or ability to connect with costomers that goverment-led institutions do not have, and developing servies and contents suitable for the region. This study is meaningful in that it can be used as basic data for the sustainability of the use of closed schools.
