한국의 인구 고령화는 그 내용이나 속도에 있어서 급속하게 진행되고 있다. 65세 이상의 노인인구가 전체인구 중에 차지하는 비율은 1960년의 3.3%에서 1995년에는 5.9%로 증가하였고 2000년이면 7%가 될 것으로 예측된다. 이 때부터는 노인인구의 성장률이 더욱 두드러져 2022년이면 65세 이상의 노인인구가 전체인구의 14%에 이르는 고령화사회가 될 것으로 예상되기 때문에, 노인인구의 7%에서 14%까지의 증가기간이 겨우 21년간으로 예측된다. 본 연구는 제반 사회적 여건을 감안한 모델개발을 시도하였다. 대상지를 선정하여 사회적·지리적 위치의 현황을 파악하고, 이에 따른 모델구상 그리고 종합계획을 제시하였으며 개발에 따른 운영 및 자금계획도 수립하였다. 본 연구의 결과로서 첫째로 고령화사회를 위하여 새로운 형태의 고령자 주거형태를 제안하였다. 사회에서의 성숙된 경험을 살리고 노후의 생활안정을 기대할 수 있는 새로운 주거형태를 조성하였다. 둘째로는 자립형 실버타운의 건설이다. 단지내의 부대시설의 확보 및 수익사업으로의 전환을 통하여 경제적 자립을 꾀 할 수 있는 기본적인 틀을 마련하였으며, 단지내 거주자간의 조합의 설립은 단지내의 자치활동 및 인근주민들과의 교류 또한 자립활동의 계기가 될 수 있을 것이다. 그리고 연구결과를 통한 정책제안으로서 첫째, 개발제한 구역은 지가(地價)가 인근 지역보다 낮으며, 수려한 자연환경을 갖춘 개발여건으로 친환경적 개발의 시험장으로서의 충분한 조건을 갖춘 지역이라 사료되는 지역들이다. 도시근교에 위치하는 고령자 시설의 개발은 많은 연구를 통하여 필요성이 제시되어 있는 실정이며, 이러한 조건을 갖춘 지역으로서는 개발제한구역 내의 개발이 하나의 예가 될 수 있을 것이다. 둘째로, 고령자를 위한 새로운 정책수립의 필요성이다. 현행의 정책적 경비지원의 경우는 무료양로시설의 경우에 한하여 지원이 가능하게 되어 있어 막대한 건설비용의 확보에 많은 어려움이 수반 될 것이라 사료되는 바이다. 따라서 대기업의 사회복지 사업으로의 전환 및 정부의 정책적 지원을 위한 제도의 보완 및 재정이 시급히 요구되는 실정이라 하겠다. 대규모의 실버타운의 건립에 대한 정책적 지원 및 제도 마련이 수행되어야 만이 다가올 고령화 사회에 대한 하나의 대비책 마련이라고 할 수 있을 것이다. 또한 수익활동의 전개는 실버타운의 인식을 바꾸는 또 다른 역할을 제공하기도 한다. 이와 같이 수익사업을 겸한 고령자 시설의 설치를 위한 제도적 뒷받침도 마련되어야 할 것이다. Aging of Korean population is processing rapidly in the aspect of the content and the speed. Aged population above 65 year-old account for 3.3% in 1960, and 5.5.% in 1995 of Korean population, estimated 7% in 2000. From this time, the development rate of aged population is so remarkable that they will take 14% of Korean population in 2022. It will take just 21 years from 7% to 14%. This study tried to develop a model, considering the all social conditions. This study was executed according to the following sequence: choosing the object place, investigating the current condition of social and geographic location, thinking of the development of a model with the investigation, presenting the master plan, and establishing the plan of maintenance and finance. As the result of this study, first, this study suggested the new residential pattern for the elder to make their matured social experience work and to stabilize their aged life, preparing the aging society. Second, this study suggested the development of independent silver town. This has the basic frame to attempt to support them economically by securing the auxiliary facilities within the complex and returning to the profitable business. Establishing the union between the residents in the complex can work as the means of a self-governing activity and the communication between neighborhoods. And, as the policy suggestion derived from this study, first, the necessity of developing the aged facilities located in the suburban is presented. The development within the greenbelt with this condition can be an example, because the land value of greenbelt is much cheaper than others, and it has a beautiful landscape. Second, new establishing policy for the elder is needed. Because the expenditure of Korean government is confined to the free old-age facilities, in the case of constructing silver town, the difficult in the cost of construction will accrue. So, leading companies turning to public-welfare service, and complementing and deciding the law through the political supports of government are needed seriously. Only Political supports and establishing the law to constructing silver town in big size can be the preparation to the coming aged society. Also, profitable activity can play the important role of changing the concept of silver town. Like this, the political backing for installing aged facilities with profitable business is demanded.

Since the enactment of the "Act on the Certification of Flight Safety of Military Aircraft" in 2009, the Republic of Korea Air Force(ROKAF), along with the Defense Acquisition Program Administration, has achieved the current achievements in the field of technology interception in a short period of time. However, in the field of continuing airworthiness system over the life cycle of aircraft, we are currently working in accordance with the provisions prior to 2009 and have prepared this paper for the change in recognition of the personnel concerned and for the development of the system. First, this paper introduces the procedure and system on the certificate of airworthiness and confirms the recent trends of the air-developed country's airworthiness certificate system. In addition, improvements are identified by checking DOC 9760 for the international civil aviation(ICAO) body's airworthiness personnel requirements, and by cross-reparing and analyzing the status of continuing airworthiness of the U.S. Air Force and Australian Armed Forces, both civil aviation and aviation advanced countries, with the continuing airworthiness system of the Republic of Korea Air Force. Then, on the development of military aircraft continuing airworthiness, this paper makes suggestions on the two main issues. This provides suggestions for the balanced development of personnel, as well as the provision of "Technical Airworthiness" centered on certification at the aircraft production stage, "Continuing Airworthiness" at the operational stage. Recognizing that the main elements of the Air Force's maintenance control are the fleet-related personnel who check and fly aircraft on a daily basis, the introduction of systems such as specialized and disaggregated task regulations on aircraft continuing airworthiness through maintenance and control officers in frontline maintenance departments and the determination of airworthiness through industrial and academic collaboration will be a useful way to develop the "Continuing Airworthiness" sector.
