고대사 이래로 한일간에는 독도 및 대마도와 관련된 분쟁은 크든 작든 계속 존재해 왔다. 그러나, 1996년 2월 일본정부 및 각의에서 200해리 배타적 경제수역(EEZ)을 공식결정하여 가지야마 세이로쿠 관방장관이 독도를 기선으로 경제수역을 설정하겠다는 일본정부의 입장을 천명, 한국에서 전 국민적인 독도사수열풍이 몰아 닥치게 되었다. 그후로 일본은 수시로 독도문제를 공식, 비공식으로 제기함으로써 마치 독도가 한일간에 영유권 분쟁의 대상이 되는 지역으로 아직까지 미해결된 부분이 남아 있는 것처럼 유도함으로써 국제사회에 독도문제를 자연스럽게 떠올리고 있는 상황이다. 한국의 입장에서는 독도문제에 대해서 자주 맞대응을 해봐야 일본이 노리고 있는 국제사회영토문제화만 초래할 뿐 실익이 없는 것이다. 따라서, 독도에 대한 고대로부터의 고증된 자료를 바탕으로 독도가 한국땅임을 다시 한 번 확인하는 계기를 삼고자 함이며, 나아가 현재 우리가 일본에 비해서 독도수호책으로 보완해야 할 문제를 짚어봄으로써 독도주권을 사수하기 위함이다. 이 때 반드시 고려해야 할 점은 현재의 국제사회에서 어느 나라가 국제적 지위에서 우위를 가지고 있는가가 주요한 변수가 될 수 있다는 것이다. 이는 국제사회가 잘사는 나라와의 짝짓기 본능에서 알 수 있듯이 만약 이러한 영유권 분쟁이 본격적으로 국제사회문제화 되었을 때 국제사회가 어느나라의 손을 들어 주는가하는 문제가 생길 수 있기 때문이다. 일본은 지금 대마도에 대해서는 생각도 안하거니와 독도를 마치 자국의 영토인 것처럼 호적을 옮기고 공시지가를 책정하는 등 많은 수단을 동원하고 있으며 일본정부의 외교지침서에서는 한국과 독도문제를 해결하는 것을 집권당의 정책공약으로 내세울 정도로 이 문제를 표면화시키고 있으나, 한국은 오히려 독도에 대하여 일반국민의 접근이 용이치 않게 폐쇄적인 정책을 쓰는 등 일본에 비하여 독도수호결의가 다소 부족한 측면이 있다. 현재까지 한일간에 독도문제와 관련하여 밝혀진 객관적인 영유권 증빙자료는 한국쪽에 일방적으로 유리하게 제시되어 있다. 다만, 일본의 경제, 군사력을 바탕으로 한 억지논리를 경계해야 하는 바 독도에 관한 전혀 새로운 차원의 논리보다는 이미 연구된 자료를 재편집, 보완함으로써 독도에 대한 개괄을 알고 이에 전국민적으로 대처하는데 본 논문의 목적이 있다고 하겠다. From ancient times, disputes related to Tokdo have caused strife between Korea and Japan. However, in February 1996, as the Japanese government and its Cabinet officially labeled an exclusive economic zone (EEZ) of 200 nautical miles and Kajiyama Seiroku, Chief Cabinet Secretary, clarified the Japanese position that it would set up an economic zone on the base line of Tokdo, the Korean nation began a campaign to protect Tokdo. Since then, Japan has frequently raised objections to the Tokdo issue, both officially and unofficially, as it tried to induce the interest of international society. Japan has treated the Tokdo issue as if it is still a pending controversial issue between the two nations. As Korea come to grips with Japan, territorial problems will become more public to the international community, a move much anticipated by the Japanese. The reason for this article is the need to confirm that Tokdo is, in fact, a Korean territory. Further, the ownership of the island can be confirmed through historically-accurate materials on Tokdo. The thing to consider is which country currently holds a dominant position in international society. As we already know, international society usually supports the stronger side. Therefore, if any conflict were to erupt over the islet, it is uncertain which nation would receive international backing. Japan has taken a variety of measures, including randomly establishing official land price for Tokdo or registering the island in the national census. Besides those measures, Japan has brought the matter to the surface with the ruling party officially pledging to solve the Tokdo issue with Korea. Korea, on the other hand, has not made an all-out effort to protect Tokdo. Until now, objective documentaries submitted as evidence for the Tokdo issue were advantageous to Korea. However, Korea has to take thorough measures to cope with Japan's strong economic and military power. Korea must also make a more substantial effort to understand Tokdo by researching and recompiling information and documents related to Tokdo.
