관광산업은 인도네시아에서 가장 중요한 산업 중 하나이고, 현재의 국가의 산업의 탈집중화 정책을 따르고 있다. 1999년에 발행된 법 규정 제 22번과 25번에 따르면, 지방 정부는 각 지역을 발달시키기 위한 권한을 가진다. 이런 의미에서, 관광정책은 지역발전과 국가 세입 확대를 위한 전략적인 프로그램이 된다. Palutungan 리조트는 대표적인 생태관광 지역이지만, 이 지역의 경제적 가치는 비시장재화이기 때문에 어렵다. 생태 관광을 위한 공공 수요의 증가는 생태 관광을 위한 공간을 확대하기 위한 적절한 정책추진을 요구하고 있다. 이를 위해, 먼저Palutungan 리조트의 생태 관광으로부터 발생하는 경제적인 이익을 추정하는 것은 중요하다. 이 조사는 Palutungan 리조트의 환경 친화적 관광의 경제적인 가치를 평가하고자 하였다. 또한 Palutungan 리조트의 방문자들의 인식을 연구하였다. TCM 방법을 이용하여 추정한 수요함수에서, 이 연구는 각각의 소비자들이 연당 IDR263,760 또는 방문을 할 때 IDR94,878의 소비자후생이 증가하는 것으로 추정하였다. 만약, 방문자들이 IDR10,000 이상으로 지불할 능력이 생긴다면, 소비자 후생은 IDR 94,878만큼 증가한다. 따라서 연간 Palutungan 리조트의 친환경적 관광 가치는 IDR 3,212,601,672 또는 232,041달러인 것으로 추정하였다. Palutungan 리조트는 추정된 가치만큼 지역 경제에 기여하는 것으로 해석할 수 있다. 이러한 경제적인 가치는 중앙 정부, 지역 정부와 지역 사회로 나눠 가지게 되는데, 중앙 정부는 비과세 수익을 차지하고 지역 정부는 친환경적 관광 활동으로부터의 세금을 수집하고 나머지 이익은 지역 사회로 돌아가게 된다. 심지어 운송 대리점, 소매상인과 주유소 등도 Palutungan 리조트로부터 간접적인 혜택을 받는 것이다. 이러한 가치를 고려할 때, 모든 이해당사자들은 Palutungan 리조트에 있는 자연적인 자원의 보존과 유지에 참가함으로써 지속가능한 관리를 위해 노력해야 한다. 또한 IPA 분석 결과, 생태관광 지역의 역사적 가치, 입자료, 경관 등이 중요한 요인으로 나타나 앞으로 생태관광자원의 가치를 향상시키기 위해서는 생태관광 지역의 역사적 가치를 보전하고, 적절한 입장료를 설정하고, 경관 관리를 위해 노력해야 할 것이다. 핵심 단어 : 생태관광, 개별여행비용방식, 소비자후생, 중요도 분석 Ecotourism is an important industry in Indonesia and conforms to current decentralization policy. According to Law No. 22 and No. 25 issued in 1999, local government has its authority to develop the respective region for ecotourism. In this sense, tourism becomes a strategic program to increase local and national revenues. Because Palutungan Resort, an ecotourism site is a non-market good, it is confronted with the difficulty in valuing the economic value of Palutungan Resort. Generally, environmental services were determined by individual preferences and distinctively contention. Therefore, it is important to estimate the economic value that is derived from Palutungan Resort as an ecotourism site by using non-market valuation methods. The objectives of this study were: 1) to evaluate the economic value of ecotourism at Palutungan Resort, 2) to identify factors that influence on number of visitors, and 3) to investigate visitor's perception on Palutungan Resort. From the demand function, this study calculated the individual consumer surplus IDR263,760 per year or IDR94,878 per visit. Since visitors have ability to pay above IDR10,000 they will gain benefit as much as IDR94,878 in consumer surplus. The annual ecotourism value of Resort Palutungan is about IDR 3,212,601,672 or $232,041. Palutungan Resort contributes this value for local economy improvement. However, Palutungan Resort is not benefited this value itself. Total economic value was allocated to central government, local government and local communities. Central government takes a part as non-tax revenue, local government collects the tax from the ecotourism activities and the rest of the benefit goes to local communities. Even transportation agencies, retailers and fuel station companies also get benefit from Resort Palutungan. Regarding to the benefit allocation, all the parties should participate in the conservation and preservation of natural resources in Palutungan Resort. In addition, based on IPA, the historical value, entrance fee and scenery were areas that managers can concentrate on enhancing visitor satisfaction.
