지구온난화로 북극과 남극의 만년설이 녹고 있으며, 이는 다시 모든 곳에서 산사태, 홍수 및 다른 자연재해와 같은 다른 영향을 미친다. 더구나, 불규칙한 날씨 변동으로 인한 기후변화가 생길 때 가정 취약한 계층이 여성들이란 사실이다. 또한 가난한 지역사회에서 아이들, 어린 여자 및 노령의 여자도 취약하다. 성 (여성/남성)은 자연재해 상황에서 여성의 성불평등과 응집력, 역동성 부족 때문에 중요한 주제다. 불행하게도, 지금까지 기후 변화 정책에 있어서 성에 대한 명확한 설명이 없었다. 따라서, 산림생태계에서 가족을 돕기 위해 기후 변화의 결과로서의 여성의 역할에 대한 연구가 필수적이다. 본 연구의 목적은 갑작스런 자연재해 발생을 예측하는 여성과 남성의 역동적인 역할을 이해하고 서부 수마트라의 소록지역과 서부 자바의 구눙 그데 빵랑오 국립공원을 비교하여 산림지역에서 성 평등을 실행하기 위한 제도적인 혁신을 추구하는 것이다. 이 연구는 다른 산림지역을 대상으로 설명위주의 접근방식으로 행해졌다. 입수된 기초 자료와 분석된 단위는 가구이다. 본 연구에는 질적 연구방법을 사용하였다. 위에서 언급한 두 지역을 비교하여 결과를 냈고, 첫 번째 지역은 서부 자바 주의 보고르 시의 메가 멘둥 구에 있는 구눙 그데 빵랑오 국립공원 주변이다. 두 번째 지역은 서부 수마트라 주의 소록시이다. 대기온도와 강수량 형태의 변화는, 특히 농부의 농작물 산출량과 소득의 감소로 이어졌다. 소록지역에서 이 상황은 여성의 생산적인 역할에 대한 변화를 야기한다. 여성은 또한 직접적으로 생계 유지에 남편을 돕는 책임을 진다. 그러나 그런 일이 그데 구눙 게데 빵랑오 국립공원 지역에서는 발생하지 않았다. 비록 생계를 위한 실질 수입이 감소되었다 하더라도 수동적인 지위에 있는 여성은 생산적 역할에 직접적으로 관여하지 않았다. 그러한 상황은 소록지역에서는 반대로 작용하였다. 이는 또한 문화, 지역 풍습 및 종교적 요소에 의해서도 발생되었다. 불균형에 대처하고 혁신을 추구하기 위해 정부의 역할은 필요하다. 지역사회에 존재하는 이러한 비공식적 사회활동은 이 문제를 해결하기 위한 정부의 수단이나 전략으로 활용될 수 있다. 주요 어: 지구 온난화, 기후 변화, 산악지역의 사회적 취약성, 성의 역할과 성 불평등. Global warming caused the melting of the polar ice caps in the north and south poles that also affects natural disasters everywhere, such as landslides, floods and other natural disasters. Moreover, the most noticeable when climate change is characterized by irregular weather fluctuations, women are the most vulnerable to the impacts of climate change; children, young and older women who are particularly in disadvantage communities. Gender is the important issue because of the inequality and the specific needs of women in disaster situations, coherence, and dynamics. Unfortunately, there has not been enough consideration of gender explicitly described so far in the policies of climate change. Therefore, it is necessary to do some research on the role of women as a result of climate change to help families in mountain ecosystems. The aim of this research was to understand the dynamic power of women and men to anticipate unpredictable occurence, and institutional innovation to implant gender equality at forest community of Gunung Gede Pangrango National Park, West Java, Indonesia, compared to those at Solok District, West Sumatra. This research was conducted by explanatory approach with survey method in different mountainous areas. The primary data obtained and the unit analyzed were households. The method used was a qualitative-descriptive method. The result was compared to the two places mentioned above; the first place is around Gunung Gede Pangrango National Park, Mega Mendung Subdistrict, Bogor Regency, West Java Province and the second place is Solok Regency, West Sumatra Province. Changes in air temperature and rainfall patterns led to a decrease in agricultural output and incomes, especially farmers. At Solok District, this situation caused a change in the productive role of women. They were also responsible to engage directly assist of husband in fulfilling livelihood. But it did not occur in the forest community of Gunung Gede Pangrango National Park. Women were in the passive position in the sense of not directly involved in productive roles. Although the condition that there has been a decline in real income for livelihood, inverse relations to conditions were prevailed in Solok. It is caused also by culture, local customs and due to religious factors. The role of government is necessary to look for innovation in addressing the imbalance. Each of these informal social activities existing communities can be used as a means or strategy of the government to solve the problem.
