      • 한국·프랑스·독일·일본 등 OECD 4개국의 장애인 고용정책 비교연구

        The most important goal of welfare for people with disabilities is to create an integrated society where all disabled people participate as equally as non-disabled people. Society integration people with disabilities seek in terms of the embodiment of modern welfare society is to restore humanity and to regain their rights and duties as members of society. In order for disabled people to secure their status as social human beings and to be acknowledged as members of society, they should be offered job opportunities which help to restore their economic ability and to secure their status. The number of registered disabled people in Korea totaled 2,246,965 as of September of 2008, 17,683 of whom were employed. This indicates that only 7.8% of registered disabled people were employed and the rest 92% were living a meaningless life as jobless. The government and entire society need to make desperately needed efforts for disabled people to live a life worthy of human being through having a job suitable for their individual ability and, based on this, to secure their rights, achieving an integrated society. Therefore, this study analyzed the employment policy for disabled people by comparing Korean employment policy for disabled people with those of France, Germany and Japan which implemented similar policies to that of Korea. This study is composed of five chapters. Chapter 1 mentions the necessity and aim of employment policy for disabled people and describes the scope, method and limitations of the study. Chapter 2 describes the theoretical background of employment policy for disabled people, and chapter 3 explains the historical changes and overall present conditions of employment policies for disabled people being implemented in four members of OECD, Korea, France, Germany and Japan. Besides, in chapter 4 mandatory employment quotas, delivery systems and the present statuses of employment under the four nations' employment policies for disabled people were compared and then suggestions were made. In chapter 5, the conclusion of this study, the similarities of the four nations' employment policies for people with disabilities, along with the summary of discussion above, were discussed, and suggestions for the improvement of Korean employment policy for people with disabilities were made. This study compared and analyzed Korea's employment policy for disabled people with those of France, Germany and Japan, the members of OECD which implement the quota system and mandatory employment that could be punished by law when violated, trying to offer a more specific plan on Korean employment policy for people with disabilities. 장애인 복지의 최대 목표는 모든 장애인이 사회에 평등한 인간으로서 완전한 참여를 이루는 사회적 통합에 있다. 현대 복지사회의 구현에 있어 장애인 복지가 추구하는 사회통합은 인간성의 회복이며, 사회일원으로서의 권리와 의무로의 사회적 복귀이다. 장애인이 하나의 인격적, 사회적 존재로서 지위를 확보하고 사회구성원으로서 인정받기 위해서는 생활능력의 회복과 장애인의 신분보장을 위한 직업의 기회를 부여하는 것이다. 현재 우리나라 등록장애인 수는 2008년 9월말 2,246,965명으로, 구직근로자수는 17,683명이다. 등록장애인 중에 7.8%만이 직업을 갖고 있고, 92%는 직업 없이 생활을 유지하며 삶을 살아간다. 더 이상 장애인은 시혜적인 대상이 아닌 장애인 개인의 능력에 맞는 직업생활을 통하여 인간다운 삶을 살고, 이를 통해 장애인의 권리를 확립하고 사회통합을 이루기 위해 정부와 사회전반의 노력이 절실히 필요하다. 이러한 문제에 의문제기를 하며, 한국과 유사한 장애인 고용정책을 실시하고 있는 프랑스․독일․일본을 비교하여 장애인고용정책에 대해 분석하였다. 본 논문은 5장으로 구성되었으며, 1장에서는 앞서 말한 바와 같이 장애인고용정책의 필요성과 목적에 대해 언급하였고, 또한 연구의 범위 및 방법, 연구를 함에 있어서의 제한점을 기술하였다. 2장에서는 장애인고용정책의 이론적 배경을 기술하였으며, 3장에서는 한국을 포함한 프랑스․독일․일본 등 OECD 4개국의 장애인고용정책의 역사적 변화와 전반적인 현황에 대해 알아보았다. 또한, 4장에서는 4개국의 장애인고용정책의 의무고용률과 전달체계, 고용현황을 비교하였고, 시사점에 대해 살펴보았다. 5장의 결론에서는 앞서 논의에 대한 요약과 함께 4개국의 장애인고용정책에 있어 유사한 점을 살펴보고, 우리나라의 장애인고용정책에 대한 개선방안을 제시하고 있다. 본 연구에서는 우리나라와 같이 OECD가입국으로 할당제와 제재조치 있는 법적 의무고용을 실시하는 프랑스․독일․일본의 장애인고용정책과 우리나라의 현황에 대해 비교분석하고 있어, 향후 우리나라의 장애인고용정책에 대해 좀 더 구체적인 방안을 제시 하고자 한다.

        Korean children and adolescents are experiencing constant stress due to high academic achievement pressure and insecure surroundings. In order to live a happy and free life, children and adolescence can believe in their own abilities and values, which is called self-esteem. Also, the ability to cope with stressful situations is referred to as "muscles of the mind", resilience. Resilience means the ability to overcome stress and difficulties and adapt to the surroundings successfully. It helps overcome stress or adversity through positive involvement and experience , as well as eliminate anxiety about difficult situation. The purpose of this study is to research the effect of fathering attitudes on self-esteem and resilience of elementary school children. This study is going to contribute to providing basic data for parents' counseling and educational program development by recognizing the importance of father' s role in child - rearing and finding desirable direction to increase self-esteem and resilience of children. In order to achieve the purpose of this study, a questionnaire survey was conducted on 5th and 6th grade male and female students at an elementary school in A city, Gyeongsangbuk - do. 215 students of the total 270 students, except 55 students who responded faithlessly are available. Reliability and validity, technical statistical analysis, one-way ANOVA, correlation analysis and multiple regression analysis were performed by using SPSS 18.0 program for this data. The main results of the data analysis are as follows. attitude of independence encouragement and acceptance attitude have significant effects on self-esteem and resilience of children according to this resullt. This study can be meaningful because it considers both self-esteem and resilience which are useful psychological resources in the study which has not been studied so far. In addition, among the factors affecting children, it is very meaningful that father's parenting attitude plays an important role in self-esteem and resilience.
