2020년 산업안전보건법 전면 개정 및 2022년 중대재해처벌법 시행 등 법 위반에 대한 처벌을 강화하였으나 사고사망만인율은 8년째 0.4∼0.5‱ 수준에서 정체되고 있다.[1] 이것은 법령에 의한 규제와 처벌만으로 안전 문화를 성숙시킬 수 없다는 것이 투영된 결과이며, 기업 스스로 유해·위 험 요인을 발굴하고 제거할 수 있는 PDCA 순환 과정을 가지는 안전보건경 영시스템 운영이 필요함을 의미한다. 본 연구에서는 안전보건경영시스템의 인증 요구사항에 대한 중요도와 성취도를 분석하여 시스템 도입 초기 단계에서 중점을 두고 관리해야 할 항목과 성숙기인 성과 창출 및 업계 선도단계에서 중점을 두고 관리해야 할 항목을 다음과 같이 제시하였다. 첫째, 안전보건의 현장 작동성 강화를 위해 집중해야 할 인증 요구사항은 리더십과 근로자의 참여, 위험성 평가, 의사소통 및 정보제공, 안전보건 활동, 역량·적격성·인식 순이다. 둘째, 안전보건경영시스템의 운영수준이 낮은 단계인 사업장에서 중점 관리해야 할 인증 요구사항은 리더십과 근로자의 참여, 위험성 평가, 역 량·적격성·인식, 의사소통 및 정보제공, 경영자 검토 분야이다. 셋째, 안전보건경영시스템의 운영수준이 높은 단계 사업장에서 중점 관 리해야 할 인증 요구사항은 리더십과 근로자의 참여, 위험성 평가, 비상 시 대비 및 대응, 안전보건 활동 분야이다. 넷째, 안전보건경영시스템의 인증 요구사항 중 중요도는 낮으나 성취도가 높게 관리되고 있는 과잉노력 지양 영역은 공통으로 문서화·문서관리·기록 분야이다. 본 연구 결과를 종합하면 최고경영자의 리더십과 근로자의 참여 및 위험성 평가가 안전보건 영역에 가장 중요하고 많은 영향을 미치는 것을 알 수 있다. 시스템 도입 초기 단계에는 근로자와의 의사소통, 교육 분야에 집중하고, 시스템이 안정된 후 안전보건 성과 창출 단계부터는 구체적 현장 안전보건 지침에 해당하는 비상조치 및 안전보건 활동 분야로 안전보건 역량을 확대해 나가야 할 것으로 분석되었다. 또한, 과잉노력 지양 영역에 존재하는 문서화·문서관리·기록 분야는 조속한 업무 효율화가 필요한 사항임을 알 수 있었다. 본 연구 결과를 반영하여 사업장의 시스템 운영 수준에 맞는 효율적이 고 효과적인 운영방안을 찾아 실행한다면 인증 유지를 위한 안전보건 역 량의 낭비를 최소화하고 안전보건경영시스템 도입의 궁극적 목적인 현장 안전보건 확보에 한 단계 가까워질 것으로 기대한다. Although the punishment for law violations has been strengthened, such as the full revision of the Occupational Safety and Health Act in 2020 and the enforcement of the Serious Accident Punishment Act in 2022, the accident fatality rate has been stagnant at the 0.4~0.5‱ level for eight years.[1] This is a reflection of the fact that safety culture cannot be matured only by regulation and punishment by laws, and it means that it is necessary to operate a safety and health management system that has a PDCA circulation process that can discover and remove hazard on its own. In this study, by analyzing the importance and performance of the certification requirements of the safety and health management system, items to be managed with emphasis in the initial stage of system introduction and items to be managed with emphasis in the stage of performance creation and leading the industry in the maturity stage It was presented as follows. First, certification requirements to focus on to strengthen field operability of safety and health are leadership and worker participation, risk assessment, communication and information provision, safety and health activities, and competencies/eligibility/recognition in order. Second, the certification requirements that should be intensively managed in workplaces with a low level of operation of the safety and health management system are leadership and worker participation, risk assessment, competency/qualification/awareness, communication and information provision, and management review. Third, the certification requirements to be managed in the workplace with a high level of operation of the safety and health management system are leadership and worker participation, risk assessment, emergency preparedness and response, and safety and health activities. Fourth, among the certification requirements of the safety and health management system, the area of avoidance of excessive effort, which is managed with a low level of importance but a high level of performance, is common in the areas of documentation, document management, and records. Taken together, the results of this study show that the top management leadership, workers' participation, and risk assessment are the most important and most influential in the safety and health area. In the early stage of system introduction, focus on communication with workers and training, and after the system is stabilized, from the stage of safety and health performance creation, safety and health capabilities should be expanded to emergency measures and safety and health activities that correspond to specific site safety and health guidelines. analyzed to do In addition, it was found that the fields of documentation, document management, and records, which exist in the area of avoiding excessive effort, require prompt work efficiency.
