중소기업 특성에 대한 이해와 기업의 교육․훈련개발 특성 규명과 우리나라의 중소기업에 대한 고용 및 교육․훈련개발 지원정책 분석을 통해 중소기업 교육․훈련개발의 문제점과 부진 이유를 기초로 중소기업 종업원의 교육․훈련개발 촉진 대안을 모색하였다. 특히 교육․훈련개발에 대한 최고경영자의 인식전환, 예산부족 문제의 해결방안으로 고용보험 능력개발사업과 중소기업 학습조직 공동 구축 지원 사업을 이용하는 방안, 교육․훈련시의 대체인력 부족으로 인한 업무공백 개선방안으로 인터넷 통신교육․훈련과 인력 Pool제도, 사내·외 교육․훈련제도 이용의 적극적 추진을 개선책으로 제시했다. The purpose of the paper is to seek the efficient way to encourage the potential development of the workers on the point of the problem and inactivity of the education training development in the SMEs(small-medium sized enterprises) through understanding of SMEs' characteristic, searching of the education training in SMEs, and analyzing of support policies for the education training in SMEs. This paper indicates improvements of making full uses of employ insurance potential development projects and aid project for joint learning organization infrastructure for change of the owner's understanding and solution of the insufficient budget on the education training development and on-line education system, human resources pool system, and interior/exterior education training system for the absence in working because of the shortage of the substitute during the education training.
