기계학습을 이용한 기록 텍스트 자동분류 : 서울시 정보소통광장 문서를 활용한 사례 연구

현재 전 세계적으로 4차 산업 혁명이 주목받고 있으며, 그에 대한 다양한 연구가 진행되고 있는 중이다. 인공지능은 4차 산업 혁명을 주도하는 기술이다. 현재 대부분 기록관이 기록관리 전문요원 한명만이 배정된 상황에서 기록관리 전문요원이 모든 기록관리 업무를 혼자 수행하기에는 무리가 있으며, 이에 대한 문제점이 지속적으로 제기되어 왔다. 따라서 전문 인력은 부족한 상황이고 그로 인해 기록관리 업무는 평가주도의 업무에 치중되고 있으며, 이러한 문제점을 해결하기 위해 인공지능 기술의 기록관리 업무의 접목 가능성에 대한 관심이 커지고 있다. 본 연구에서는 인공지능 기술 중 기계학습을 이용한 기록 텍스트의 자동분류 테스트를 수행하였다. 테스트는 국내 인공지능 툴인 한국전자통신 연구원(ETRI)의 엑소브레인을 기반으로 서울시 정보소통광장의 결재문서를 활용하여 정부기능분류체계로 자동분류를 수행하였다. 그 결과를 통하여 기록물 분류 업무에의 인공지능 기술 적용 가능성을 확인 하였고, 추후 기록관리 기관에 적용하기 위한 고려사항을 제언하였다. 자동분류는 오분류 교정 등 기록의 관리 측면에서도 유용할 수 있지만, 궁극적으로는 기록물 디스크립션에 의존했던 전통적인 검색에서 기록 내용 기반의 검색과 활용으로 크게 한 걸음 나아가는 계기를 제공할 것이다. 이 연구가 기록물관리기관에 산재해 있는 방대한 기록 처리 문제를 해결하는 데 도움이 되길 바란다. Currently, the fourth industrial revolution is attracting attention worldwide, and various researches are under way. Artificial intelligence is leading the fourth industrial revolution. Currently, in most record centers, only one records professional carries out all records management work alone and the burdens are great, thus problems have been raised continuously. Therefore, experts are not enough, the records management work is focused mostly on the evaluation work. To solve these problems, the possibility of applying artificial intelligence technologies into records management is increasing. In this research, automatic classification testing of records text using machine learning among artificial intelligence technologies was conducted. Based on the Exobrain of Electronics and Telecommunications Research Institute(ETRI), using the approval documents of the Seoul Information Communication Plaza, set of tests was conducted to categorize the documents automatically into Business Reference Model (BRM) classification scheme. The results confirmed the applicability of the artificial intelligence technology to the records classification work, and it suggested considerations for applying it to records management institutions. Automatic classification may be useful for managing records, such as calibration of misclassification, but ultimately it will provide an opportunity to go a step further by retrieving documents based on records contents, away from traditional searches which relied on the description of records. It is hoped that this study will help solve the enormous problem of record processing in record management institutions.
