Careful management of the water supply source area is needed because of its strong impact on the water quality. The buffer zone as environmental-friendly landuse helps to protect water quality through source control and reduction of water contamination. Therefore, Korean government has established and purchased the buffer zone to protect the water supply source since 1998. This study investigated the source and loading of water pollution in Jinyang reservoir basin and buffer zone, and evaluated the improvement effect of water quality according to purchase of buffer zone. The area of Jinyang reservoir basin is 2,285 ㎢ and the possible area of buffer zone in this basin planned to 109.29㎢. But, the actual authorized area of buffer zone in Jinyang reservoir basin is 45.79㎢ only in Sancheong county. In this basin, the generating daily loadings of pollutants were 65,092.8 kg of BOD, 21,062.8 kg of T-N, and 4,998.8 kg of T-P, and the discharging daily loading were estimated to 20,431.1 kg of BOD, 12,438.1 kg of T-N, and 1,171.2 kg of T-P. In actual authorized buffer zone of this basin, the generating daily loadings of pollutants were 258.4 kg of BOD, 198.1 kg of T-N, and 28.7 kg of T-P, and the discharging daily loading were estimated to 103.6 kg of BOD, 164.7 kg of T-N, and 12.4 kg of T-P. The landuse change of the total possible buffer zone in this basin would be estimated that the reduction of daily discharging load could be 70.6 kg of BOD, 104.8 kg of T-N, 8.8 kg of T-P. Through this reduction of BOD discharging load, the improvement of BOD concentration in Jinyang reservoir would be estimated to 0.02 mg/L.
