Finally, voluntary quality of water improvement demand and effort and participation of local residents and governmental aggressive effort pass through a cooperation process, and important thing consists than what, and local resident oneself shall establish the environmental governance system that can manage water environment.

The purpose of this study is to examine the globalization policy of Changwon and make some suggestions for the change of the policy. As a literal study, many theories on the globalization, the background of the policy, and the response of the local government were studied. For the actual state and the policy change, the requisites for globalization: the foundation of the city, the administration system, and the program are examined. Generally, the globalization means the pursuit of the first in every fields in the world. In other words, it also means the pursuit of the universal values such as the conscious of the community, democracy, respecting people's life and dignity, and the market economy by leading the world order. The strategy of a local government for the globalism is to open the door to the world completely and not to loose the unique features of the local. The city of Changwon is the first planned city in Korea and has the provincial government of Gyeongsangnam-do. It is now developing as a international city with the infrastructure which is the most competitive in Korea. The administrative system is modifying to meet the requirements of the globalization. It has many overseas training programs for the city officials. In addition, as part of the globalization policy, the city has many programs; academic and cultural exchanges with other countries, attempts to host international sports games, and founding Union of Machinery Industrial Cities in Northeast Asia. The city is also trying to be a member of The Alliance for Healthy Cities. However, although the government is trying hard, people of Changwon does neither raise their awareness of the globalization nor participate in the globalization. Foreign workers in Changwon city has been neglected. Their working environment is very poor and they live in impoverished neighborhoods. People are worrying that because of these, there might be so many crimes. Nowadays, it is demanded to have a new specialized local business which involves with the high tech in Changwon industrial park. The smaller business needs to have support systems from the government. In September of 2005, Changwon Convention Center will be open. Thus, there will be many foreigners to take part in international conventions. Dealing with these events, it is requested to have the event personnels volunteers trained. After examining the issue, it is concluded that the globalization of the local government is an surviving strategy in the time of localization and decentralization. The local brand should be a product to make known to the world. To take part in the globalization, people need to become aware of the active participation and the open mind that the world is their neighbour.

The survey says that 20.5% of adult male, female in Korea have been volunteer in various ways. Nowadays, our society is called as era of bilateral survivor. So, it is desirable phenomena that enthusiasm of volunteer has been growing. However, the problem is that as persons who wish to be volunteer are enormous as well as persons who need volunteer are also huge, the person who wish to be volunteer has inconvenience because they don't have job to do while demand party has difficulty in not to find volunteer on time. Even though volunteer's activities have been increased in quantity, as overall system about volunteer's activity was not prepared, there are a lot of problem to conduct operation that is imminent to solve it. This research study way of how to activate volunteer in Korea and Changwon city and provide its problems and solutions as follows after categorize volunteer center, volunteer, volunteer program and volunteer support system. First, the problem of volunteer center are main body between official in charge and volunteer center, lack of volunteer center space as well as absence of volunteer activity's overall control center. And its solutions are to build up working powers of volunteer center, to reorganize center as well as to establish sufficient space, to establish volunteer activity's overall control center and to conduct function diversified policies. Second, regarding to volunteer, there are problems such as absence of management administrator, lack of making good use of retiree as well as the aged volunteer and lack of educational program for volunteer. The solutions are to strengthen role of volunteer's management administrator and to conduct volunteer's primary education compulsorily. Third, regarding to volunteer's program, unspecialized and monotony and absence of program that does not meet local peculiarity are appeared as problems. Its solutions are to develop programs for retired specialists for juvenile and the aged, conduct volunteer program that match local situations and proceed systematic management of its program. Finally, per volunteer's support system, overburdened local proportion for budget of volunteer center, insufficient volunteer insurance policy, lack of volunteer's incentive policy and absence of short-long term plan for volunteer activities make it difficult to attract continuous volunteer's activities. The solutions are as follows; Change of understanding for volunteer's activity, financial support, records management for volunteer's activity, continuous public relations, preparation according to conducting volunteer activity's law, systematization of insurance policy and volunteer's incentive policy should be strengthened.

지방정부간 갈등에 대한 지역언론의 보도행태 연구 -신항과 평택·당진항의 사례-

This study conducted an empirical analysis of the reports of local newspapers over conflicts among local governments by contents analysis method. The study selected the case of New Port between Gyeongsangnam-do and Busan and the case the Pyeongtaek-Dangjin Port between Chungcheongnam-do and Gyeonggi-do. Two major local newspapers selected for the content analysis. To analyze the relevant reports of the newspapers, the study utilized sources of reports, headlines of articles and the balance of the articles as standards by defining the fairness of reports and issues at conflict and proposals for alternative methods for resolution of the conflicts. The result of the research shows that the reports of local newspapers did not secure fairness. Local newspapers prepared articles with sources inclined to their own local governments, and contained the arguments of the local governments in the headline. Also, they were inclined to the views of the local government of their own area as the entire flow of the articles followed the argument of their own local government. The analysis also shows that the reports failed to define the issues of the conflict appropriately. Local newspapers prepared articles with sources slanted to their own local government, and consequently its arguments were reflected in the newspaper unchanged so that readers could not understand the root of the conflict, development of the conflict, or the arguments from both parties even after reading the report. Finally, the analysis finds that local newspapers were quite passive in proposing ideas to resolve the conflicts as they cared too much the interests their local governments instead of actively consulting professionals and conducting a politically neutral analysis on the arguments of both parties. Based on the research findings, the study proposed how to secure the fairness of reports, clear definition of issues in a conflict, and alternatives for the active resolution of any conflicts. 생태공원 조성 방안에 관한 연구 - 창원시 주남저수지를 대상으로 -

Junam Reservoir, known as the wild bird habitat located in Dongeup village in Changwon, provides not only the ideal place for wild birds to rest but also the nature friendly environment for the visitors to be able to observe the ecological system and education. In spite of all those above-mentioned values, it is a fact that the Reservoir can’t attract a lot of visitors. I think that one of the main reasons for this low number of visitors is poor eco-tourism facilities. To improve the local residents’ benefits, their quality of life and to activate the depressing local economy, it is recommended to build up an ecological park. But there are a few matters that must be dealt with wisely before carrying out the eco project. Such as prevention of expanding farming land, restructure of the Dongeup development plan, compensation for the farmers whose fields get damaged by wild birds. In conclusion, considering the eco project on Dongeup Reservoir it is desirable for Changwon city to take responsibility on constructing refreshing areas, eco-tourism zones and ecological education training centers for the citizens. It is also essential for Changwon city to play a key role in balancing between the farmers who blame the wild birds for the poor harvest and the nature protecting groups. I think that designating a certain zone of the reservoir as an ecological park in stead of developing the whole area is the right way to maintain its scenery and beauty.
