의료관광 활성화를 위한 의료관련 제도개선의 인지차이 연구

국문 초록 (Abstract)

전세계적으로 삶의 질을 높이고자 하는 소비자의 수요 증가와 노령인구의 증가, 그리고 건강을 중시하는 인식의 변화가 더해져 의료관광에 대한 수요가 늘어나고 있다. 더군다나 의료관광은 의료관광객의 체류기간이 일반 관광객에 비해 길고 체류 비용이 크며 사회적으로는 해당 분야의 고용창출 등의 부가가치로 인해 많은 국가에서 활발하게 진행하고 있다. 우리나라는 보유하고 있는 의료 및 관광 인프라를 통해 빠르게 성장하고 있으나, 아직 의료관광 활성화를 위한 의료관련 제도의 개선 및 발전이 필요한 시점이다.
본 연구에서는 선행연구 및 관련 자료를 통해 한국 의료관광 활성화에 있어서 개선되어야 하는 제도적 요인을 살펴보고, 설문조사를 통해 관학계와 업계간의 중요하다고 인지하는 요인을 비교분석하고 해당 제도의 개선이 향후 의료관광 활성화에 미칠 것으로 예상되는 정도를 바탕으로 의료관광 활성화를 위한 제도적인 개선방안을 제시하는데 그 목적이 있다. 본 연구의 의료법상 의료관광 관련 요인은 의료광고 및 환자유치, 진료비용 및 유치수수료, 부대사업, 의료기관 설립 및 국제인증, 보상보험, 원격의료로 구성하였다.
연구결과, 의료관광 활성화를 위한 의료관광 관련 의료법상 제도적 요인의 개선은 모두 중요하다고 인지하였는데, 특히 관학계에서 환자유치기관의 관리 및 유치수수료 기준, 의료분쟁관리규정 등 관리감독이 필요한 규정의 확립이 중요하다고 인지하고 있는 것으로 나타났다. 또한 현행 의료관광 활성화 정도와 비교하여 이러한 제도의 개선은 향후 더 활성화 될 것으로 예상하였다.
의료법의 개정은 국민보건과 관련된 여러 문제가 수반되는 등 부작용이 예상되므로 이에 따른 검토가 선행되어야 한다. 또한 현행 의료관광을 살펴보면 의료법의 법적 규정과 달리 실제 통용되어 진행되는 부분이 있으므로 관학계와 업계간의 이해차이를 줄이고 상호협력을 통해 포괄적인 제도의 개선이 필요하다.

다국어 초록 (Multilingual Abstract)

Throughout the world, the demand for medical tourism is growing according to the demand increase of the customer who wants to improve the quality of life, the increase in the elderly population and changes in the recognition of an emphasis on health added. Furthermore, as the medical tourism has the longer stay of medical tourists compared regular tourists and their stay cost is more and socially there is the added value such as job creation of that field, etc., many countries has been actively proceeding. While Korea is growing rapidly through the held medical and tourism infrastructure, it is the time in need of the improvement and development of health-related institutions.
In this study, it has a purpose to investigate the institutional factors which need to be improved and added in the activation of Korea medical tourism through previous studies and related materials, compare and analyze the factors which are recognized important between the government andacademia and the industry through surveys and present a systematic improvement for the activation of medical tourism based the degree wherethe improvement of the given system is expected to affect the future’s medical tourism activation. With regard to medical tourism, constraints on medical law are largely configured by 6 kinds, medical advertising and inducement of foreign patients, medical expenses andbid commission, business incidental, medical institutions and international certification, compensation insurance, andtelemedicine and are studied.
The research result has shown that while the improvement of the institutional factors on the medical tourism related medical law for the activation of medical tourism were recognized important, the establishment of a regulation that requires the supervisions such as the management of patient attracting agency, the agency commission rule, the medical dispute, etc.was found important. In addition, the improvement of these systems was expected to be more active in the future compared with the current level of medical tourism activation.
When it comes to the revision of the medical law, as the side effects which involve several issues related to the public health are expected, the review should be preceded accordingly. Also, when looking at the current medical tourism, there is the part which is already in progress unlike the legal provisions of the medical law so that the improvement of the comprehensive system is needed through the difference reduction of understanding between the government and academia and the industry and the mutual cooperation
