기간제 초등교과 전담교사의 교직수행에 관한 연구

국문 초록 (Abstract)

정부는 교사의 정년단축으로 인한 초등교원의 수급정책의 일환으로 중등교사 자격증 소지자 3600여명을 기간제 초등교과전담교사로 임용하여 지난해 9월부터 초등학교에서 영어, 체육, 음악, 미술교과를 지도하고 있다.
이러한 정부의 정책에 따라 그들이 초등학교 교육현장에서 어떠한 교직관을 갖고 어떻게 직무를 수행하고 있는지를 분석하여 봄으로써 초등학교 교과전담제 운영의 개선방향을 모색해 보고자 다음과 같은 연구문제를 설정하였다.
가. 초등학교 교과전담제의 운영실태는 어떠한가?
나. 기간제 초등교과전담교사의 교직관은 어떠한가?
다. 기간제 초등교과전담교사의 직무수행 능력은 어떠한가?
이를 위해 초등학교 교과전담제 운영의 필요성과 중등학교 자격증 소지자들의 임용 배경 등에 대한 이론을 탐색하고 선행연구를 대상으로 그간의 초등학교에서 교과전담제가 어떻게 운영되어 왔는지를 조사하여 이를 근간으로 하여 기간제 초등교과전담교사들의 교직수행 능력을 분석하고자 지도교수의 자문과 신뢰도 검증(Cronbach's α=0.7648)의 실시로 문항을 선정하여 작성된 설문지 280부를 배포하였고 회수된 설문지 중 부적격으로 분류된 9부를 제외한 254부를 대상으로 통계처리 하였다.
자료의 처리는 SPSS/PC program를 이용하였으며, 통계적 유의수준은 P<0.05, P<0,01, P<0.001로 하여 각 설문지의 반응결과는 기간제 초등교과전담교사의 경우 성별, 교과별, 양성 계통별, 지역별로, 초등교원의 경우는 성별, 직급별, 경력별, 양성계통별, 지역별로 일반적 특징을 실수와 백분율 등으로 산출하여 보았으며, 기간제 초등교과전담교사의 교직관은 두 집단간, 집단내의 차를 χ²검증을 실시하였고, 직무수행 능력은 대상 집단간 집단내의 변인간의 차이가 있는지를 알아보기 위해 평균, 표준편차를 산출하고 분산정도의 측정은 F 검증으로 하였다.
또한 직무수행 능력 요인별 간의 상관관계를 알아보기 위하여 피어슨 상관계수(Pearson's correlation coefficient)로 분석하여 다음과 같은 결론을 추출하게 되었다.
첫째, 그간의 초등학교 교과전담제 운영이 근본 취지에 위배되게 운영하는 사례가 있어 기간제 초등교과전담제 도입을 계기로 반성의 기회로 삼아 교과전담제 운영의 정착과 발전을 위해 노력하여야겠다.
둘째, 기간제 초등교과전담교사의 임용정책 및 배경 등에 대한 견해차는 있으나 그들이 초등교사로서의 교직관과 자질이 충분하므로 사명감을 갖고 교육에 전념할 수 있도록 따뜻한 동료애와 행정적 배려가 필요하다.
셋째, 기간제 초등교과전담교사들의 교직수행 능력은 교수활동 면이 가장 높고 생활지도 면이 가장 낮게 나타났으나 기간제 초등교과전담교사와 초등교원간의 유의한 차를 보이고 있으며, 부족한 부분에 대해서는 보수교육과 연수를 통하여 직무수행 능력을 길러 주어 초등교원으로서의 자질을 함양시켜 주어야 한다.
넷째, 기간제 초등교과전담교사의 임용은 초등교육의 특수성을 경시한 정책으로 초등교사 충원을 위한 제도적인 보완과 함께 더 이상의 오류를 범해서는 안되며, 교육대학에 교과전담교사 양성을 위한 학과를 개설하거나 교과에 대한 전문성과 기능을 갖춘 초등교사를 발굴하여 장기교육을 통하여 교과전담교사를 양성하는 것이 초등교육의 안정적 발전과 교과전담교사의 질을 향상시키는데 도움이 된다.
이상의 연구결과 및 결론을 바탕으로 다음과 같이 제언을 하고자 한다.
첫째, 기간제 초등교과전담교사가 배정되어있는 학교의 교원들이 배정되어 있지 않은 학교의 교원들보다 긍정적으로 평가하고 있어 그들이 초등교육 현장에서 성실히 교직수행을 위해 노력하고 있음을 알 수 있으며 정확한 현황을 파악하기 위해 보다 광범위하고 다각적인 연구가 이루어져야 하겠다.
둘째, 기간제 초등교과전담교사가 현재 한 학년에 여러 학급이 있는 규모의 학교에만 배정되어 운영되고 있어 소규모 학교에서도 운영할 수 있는 방안이 연구되어 교육의 기회균등과 형평성에 기여하여야겠다.

다국어 초록 (Multilingual Abstract)

As part of supply-demand program of elementary school teachers to cope with the problems of insufficient teachers due to the retirement age cut of teachers, the government employed about 3600 persons who have the qualification of secondary school teacher as temporary subject-dedicated teachers in elementary schools, who have been teaching English, P.E., music or fine arts since September.
To analyze the view of education which the subject-dedicated teachers have and how they are performing their duties in schools and grope the way to improve the operation of the system of subject-dedicated teachers in elementary schools, I have set three research items as follows:
a. The realities of the subject-dedicated teacher system in elementary school
b. The temporary subject-dedicated teachers' view of education in elementary schools.
c. The teaching performance ability of the temporary subject-dedicated teachers in elementary school
To do this research I investigated the necessity of the subject-dedicated teacher system in elementary schools and theories of employment and assignment of the holders of secondary school teacher qualification and also how the subject-dedicated teacher system in elementary schools has been operated. With this as the basic data, to analyze the teaching performance ability of temporary subject-dedicated teachers in elementary schools I prepared the questionnaire, seeking advice from the guidance professor and implementing the Reliability Verification(Cronbach's = 0.7648). 280 copies of the questionnaire were distributed and the recovered ones except for 9 copies which had been found disqualified were 254 were processed statistically.
The data was processed with SPSS/PC program. The degree of meaningful statistical significance was P<0.05, P<0.01, P<0.001. The responses from the questionnaire were, in case of the subject-dedicated teachers in elementary schools, analyzed by sex, subject, one`s Alma Mater and region and in case of elementary school teachers, by sex, ranks, career, one`s Alma Mater, and region, resulting in the description of their general characteristics in the actual number and percentage.
The temporary subject-dedicated teachers' view of education in elementary schools was verified by χ² verification between groups and within a group. As for teaching performance ability, to know whether any difference exists between groups and within a group, average and standard deviation were calculated. The measurement of distribution degree was done by F verification.
Also, to investigate correlation between teaching performance ability factors Pearson's correlation coefficients were analyzed.
Through this study, I reached the following conclusions : were extracted:
First, there are some cases in which the subject-dedicated teacher system in elementary school has been implemented apart from the original purpose. Therefore, it is necessary to try to settle and develop the subject-dedicated teaching system thimking of the introduction of temporary subject-dedicated teacher system in elementary school as an opportunity of reconsideration.
Second, there exist some different views on the employment policy and its background of temporary subject-dedicated teacher in elementary school. However their view of teaching is sound and their qualifications satisfy the requirements fully. So They have to nurtured whit warm fellowship and administrative consideration to dedicate their time to teaching.
Third, the teaching performance ability of temporary subject-dedicated teacher in elementary school was found to be highest in teaching activities and lowest in student guidance. However it also shows significant gap between temporary subject-dedicated teachers in elementary schools and elementary school teachers. Therefore, as for deficient part, it is necessary to improve teaching performance ability and cultivate the qualification of the subject-dedicated teacher in elementary school as a teacher through supplementary instruction and training.
Fourth, the employment of temporary subject-dedicated teacher in elementary school is a policy which neglects the specialty of elementary education. More errors should be avoid through institutional supplement for recruit of elementary school teachers. Also it is important to open the department of training the subject-dedicated teacher in elementary school in Education College or find elementary school teacher equipped with professionality and skill for the subject and train them as the subject-dedicated teacher in elementary school through long period of training. Heuce, it is helpful for stable development of elementary education and the quality of the subject-dedicated teacher in elementary school.
Based on the research results and conclusions above, I suggest that:
First, the teachers of the school where temporary subject-dedicated teachers in elementary school are assigned have more positive opinion than those of the school where temporary subject-dedicated teachers in elementary school are not assigned. It means that temporary subject-dedicated teachers in elementary school are performing their work sincerely. However to understand more detailed situation of them, wider and continuous study is needed.
Second, temporary subject-dedicated teachers in elementary school are assigned and operated only in the schools where there are several classes in one grade. To contribute to equal opportunity and balance of education the plan shonld also be studied more to implement the temporary subject-dedicated teacher system in smaller elementary schools.
