Recently, interest in improving the quality of life of individuals is increasing. However, as more crimes are committed against unspecified objects, fear of external activities is growing. A park created for the convenience of citizens is no exception.
The study was conducted on a children's park, which accounts for the majority of city parks in Daejeon. The purpose of the study was to enhance the crime prevention effectiveness in parks by investigating children's parks based on the CPTED principle and suggesting problems and improvement measures. The site survey was conducted with checklists prepared based on natural surveillance, natural access control, activity support, maintenance and management during the CPTED principle.
Problems derived from the analysis results are as follows.
① The blind spot is caused by a space covered by the structure, a corner, a space hidden from view by trees, a remote space on the perimeter and a parked vehicle. These blind spots are likely to be used as crime scenes.
② Lighting was found to be unsuitable as it was located away from the bench and rest area.
③ In some parks, CCTV cameras made it difficult to shoot the gates. It was also difficult to film the entire park with one CCTV.
④ The problem is that there are significantly fewer emergency bells located inside the park, which can cause difficulties in the event of an emergency.
⑤ Benches are located in remote areas, which can be underutilized. In addition, there could have been cases where a bench was monopolized by a particular person because there was no bench separation facility.
The measures to improve the problem are as follows.
First, it is necessary to reorganize the facilities located in the blind spot. Depending on the size of the park and the location of the blind spot, additional installation and maintenance of the CCTV is required, installation and maintenance with lighting interval, illumination, and lighting color standards are also necessary. We need to transfer facilities that create blind spots so that there is no inconvenience and fear in using the park.
Second, we need an institutional system. A crackdown on parking vehicles should be made to improve the difficulties of two-way natural surveillance and inconvenience in using the park due to traffic parked around the park.
Third, it is urgent to set up an emergency bell to cope with critical situations inside the park. An emergency bell must be installed inside the park in a convenient location. Users can feel safe just by installing an emergency bell, thereby increasing the use of parks. It should also facilitate the rapid response of critical situations in which they occur.
Fourth, continuous attention and maintenance are needed. At the time of the site survey, the trees did not interfere with vision, and the garbage and surrounding areas were in good condition. Considering that it was winter when the field survey was conducted, however, the park could be exposed to the criminal environment unless continuously managed in other seasons.
Considering that the field survey was conducted in winter, the park is available in four seasons, but the conditions of the trees and the number of people using the park may vary during non-winters. An overall study will be needed, including further surveys of other seasons in the future.
