This paper demonstrates the relationship between North Korea and China during post-cold war by Jiang Zeming’s government. It mainly analyzes China’s attitude and reaction on “The 1st Nuclear Crisis of North Korea”. In addition, the influence of China's policy toward North Korea since Sino-ROK diplomatic relationship that was established in 1992 is analyzed.
Since 1978, China has pursued a policy of reform and opening to the outside world which gives priority to lifting its economic development. So China regards regional stability on the neighboring Korean peninsula as its primary interest to promote the favorable peripheral environment for economic development. Moreover, North Korea’s collapse will destroy China’s strategic buffer and bring U.S. troops close to China’s border. Therefore during the 1st Nuclear Crisis of North Korea,China has pushed for a diplomatic solution, resisted U.S. efforts to implement sanctions and provides the food and energy supplies within the compass of lifeblood.
From external influence, after cold-war, China's growth and development treated as potential threat to western. The containment policy towards China leads China to keep friendly relationship and cooperation with North Korea. Furthermore, in order to oppose the U.S expansion power in Northeast Asia, China committed to make a positive and comprehensive relationship with South Korea in the period of Jiang Zeming’s government.
With the expansion of economic cooperation between China and South Korea, the relationship between China and South Korea keep the stability of the peninsula for as long as possible to serve the interests of China. In order to achieve the object, China steadily push forward the dialogue and cooperation between North Korea and South Korea and between North Korea and U.S.
North Korea frustrated with the establishment of China-South Korea diplomatic ties in 1992. However, the difficult economic situation in North Korea and the situation of isolation forced North Korean government to keep on good terms with China. The relationship of two countries is affected by the requirement of the two nation’s interest.
In conclusion, it can be suggested that during the post-cold war period, China-North Korea relations do not serve as security alliance any more, and only the nation interest has kept North Korea and China on a close relationship.
