지방행정체제 개편의 발전방안 연구 = A study on the development of reorganizing administrative districts plan

국문 초록 (Abstract)

최근 들어 지방행정구역을 중심으로 한 지방행정체제개편에 대한 논의와 관심이 높아짐에 따라 어떠한 지방행정체제 개편이 바람직한 모델이고, 최선의 실현가능한 방안이 될 것인가에 대한 질문이 자연스럽게 나오게 되었다. 특히 정치권을 중심으로 지방행정구역 개편을 추진하는 것과 관련하여 기대와 우려가 교차하고 있는 상황이므로 관련 논의에 대한 점검과 평가가 절대적으로 필요한 시점이라 생각된다.
지방행정체제개편의 발전 방향은 지방행정을 담는 매우 중요한 기본 틀로써 좀 더 효율적이고 전문적인 개편을 위한 끊임없는 연구는 우리나라 뿐 아니라 세계 각국에서도 고민하는 하나의 큰 이슈가 되었다. 지방행정체제의 개편안과 추진방안은 단순한 관료적 합리성이나 학문적 엄밀성만으로는 얻어질 수 있는 것이 아니며, 지방행정체제 개편에 대한 이해관계가 걸려 있는 다양한 집단들 간의 타협, 경쟁을 통해 핵일 점을 찾아내야할 하나의 정치적 과정이기도 하다. 백여 년 간 지속되어 온 현행 지방행정체제 개편의 필요성은 현재 여야를 막론하고 찬성의 의견이 높으며 그 필요성과 방향에 있어 어느 정도 합의점을 발표한 바 있다.
아울러 현 이명박 정부에서도 전면적인 지방행정체제 개편의 필요성을 다시 한 번 역설함으로써 지방행정체제 개편에 대한 중요성과 관심도는 더 커졌다. 그러나 국·내 외의 지방행정체제 개편 사례를 살펴보면 이 문제가 단순한 정책이 아닌 현실적으로 매우 복잡하고, 장점을 비롯한 한계점을 동시에 갖고 있음을 알 수 있다.
따라서 우리는 각 문제점의 해결 방안과 합리적인 평가를 통해 가장 바람직하고 미래지향적인 지방행정체제개편의 대안을 선택함에 있어 한 치의 실수도 없어야 하겠다. 본 논문은 지방행정의 기본이념인 민주성, 효율성, 형평성의 확보를 통한 주민복지의 증진을 기초적 바탕으로 지방행정체제 개편안이 우리에게 미치는 영향과, 효과를 사실적으로 파악하여 더 능률적인 행정의 보편화를 위한 방법의 타당성을 찾아내는데 중점을 두겠다.
또한, 국내를 비롯한 국외 영국, 프랑스, 독일, 일본 등 선진국의 성공적인 지자체 통합의 사례를 토대로 한국에서 적용 되어야 할 더 나은 지방 행정서비스의 산출과 국제 경쟁력 중심에서의 역할 또한 모색해 보도록 하겠다.
분명 지방은 국가와 떨어져 존재하지 않으며 지방행정구역개편 역시 국정의 통합성과 지역의 자율성 발전의 균형점에 기여하는 방향에서 평가되어야 함이 마땅하다. 이와 같이 지방행정체제 개편은 복합적으로 고려되어야 할 요소가 많고 신중한 대안의 마련 및 추진, 그리고 냉정한 평가가 요구된다.
이상의 논점과 관련하여 본 연구에서는 지방행정체제 개편 논의의 배경을 살펴보고, 지방정부의 구역개편 대안을 비판적으로 평가하며 바람직한 지자체 통합의 대안을 제시하는 한편, 근린지역사회의 자치체계 구축방안과 기초 지방자치단체와 정부 간 기능분담 방향에 대한 의견을 디테일 하게 제시 하고자 하였다.
끝으로 이 논의가 앞으로 지방행정체제개편의 발전방안에 있어 그 중심의 대안 탐색과 선택에 일말의 도움이 되었으면 하는 바람이다.

다국어 초록 (Multilingual Abstract)

At present day, there are many discussions and studies on geographical reorganization of local administrations focusing rezoning local administrative districts. Therefore, questions have emerged when it comes to an appropriate and efficient frame of administrative rezoning. In particular, as politicians have pushed ahead with rezoning local administrative districts, people’s expectations are interchanged with concerns. Thus, there should be wider discussion and evaluation regarding reorganization of local administrations at this point of time.
A blueprint for reorganizing towns, counties and districts is a very important framework. Therefore, studies on more efficient rezoning of towns are in progress not only in the Republic of Korea but also around the world. An appropriate blueprint and timeline for reorganizing towns can not be acquired simply by public policies or academic research. There should be political process which consists of coordination and competition between stakeholders. The current local administrative system was conducted more than a century ago. Thus, both ruling and opposition parties agreed on necessity of reorganization of local administrations. Then, they announced the agreement on the issue.
In particular, as President Lee Myung-bak echoed his intent to reorganize Korea’s myriad local administrative entities in his address, interests in reorganization of local administrations have risen. However, when we examine some pilot projects for rezoning local administrative districts, we can identify that the issue is not just about a policy but a complicate matter. Moreover, the issue has its own merits and limits at the same time.
Considering these facts, we should not make mistake when we choose a desirable and future-oriented reorganization of local administrations policies through rational evaluation.
Basic ideologies of local administration are democracy, efficiency and fairness. These factors promote the welfare of the people. Based on this fact, I aimed to examine the effects of the reorganization of local administrations. Then, I attempted to identify measures to propagate an efficient administration.
In addition, I analyzed successful municipal merger cases in Korea and other developed countries : the UK, France, Germany and Japan. Through these cases, I explored policy recommendations to improve service quality and international competitiveness of Korean local governments.
Local governments are parts of the central government. Thus, reorganization of local administrations should consider both state affairs integration and development of local self-governance. As I noted, reorganization of local administrations is a complicated problem. Therefore, policy makers should consider many factors and make a concrete action plan. In addition, they should make a sober assessment.
