교회 장애인복지사업의 실태와 목회자 인식에 관한 연구 = A Study about the Work of Welfare for the Disabled in a Church and the Awareness of Pastors.

국문 초록 (Abstract)

본 논문에 대한 연구는 한국교회가 장애인복지에 대한 문제점들을 깊이 인식하면서, 개 교회 목회자들이 인식하고 있는 장애인복지의 실태와 문제점을 파악하고, 그 자료를 토대로 한국교회가 장애인복지사업에 대한 활성화를 유도하기 위한 기초 자료를 제공하는데 그 목적이 있다.
연구방법은 문헌연구와 조사연구를 병행하여 34문항으로 된 설문지 140부를 이메일을 통해 배부하였으나, 회수된 설문지 114부를 실제 조사에 사용되었으며, 수집된 자료는 SPSS v12.0 통계 프로그램방식을 활용하여, 빈도분석, 상관관계 분석 및 t-test, 분산분석(ANOVA)등을 사용하여 분석하였다.

본 연구에 대한 조사 결과를 정리해 보면 다음과 같다.

첫째, 조사대상자 및 교회의 특성을 보면, 교단의 특성상 100%가 남자였으며, “연령”층은 40～50대의 목회자로서 20년 이하인 교회와 100명 미만의 교회가 가장 많았고, 1년 “총예산”은 1억원 미만이 대부분으로 조사되었다.
둘째, 장애인복지사업에 대한 목회자 인식은, 구제와 사회봉사에 대해 대체적으로 “동의”하고 있었으며, “가장 관심을 가져야 할 대상”으로는 “노인”이었다. 또한 장애인복지와 관련된 세미나 혹은 대학 또는 대학원에서 교육을 받은 목회자가 약 60%를 차지했으나, “장애인 문제”에 대해서는 “심각”하게 생각하고 있었는데, 그 이유로 “정부”의 책임이라고 생각하는 경우가 가장 많았다.

셋째, 장애인복지사업에 대해서는, “목회자” 나 “성도” 모두가 “보통”으로 생각하는 경우가 가장 많았고, “장애인복지사업 시행의 중요 목적”에 대해서는 “이웃 사랑의 실천”이라는 응답이 많았다.
넷째, 교회 장애인복지사업 실태 중 “실시하지 않는 이유”에 대해서는 대부분이 “재정 규모가 작아서”와 “장애인이 없기 때문”이라고 조사 되었으나, 장애인복지 사업에 대해선 많은 관심을 가지고 있었다. “실시하고 있는 교회의 실태”를 보면, “장애인 시설방문 및 후원”과 “장애인 상담”이 대부분이었으며, “장애인복지사업 재정충당”에 대해서는 교회 안에서 해결하고자 하였지만, “장애인복지 예산비율”에 대해서는 총 예산 중 10%미만이 가장 많았다. “장애인복지사업의 진행자”에 대해서는 “목회자”와 “전담전문 직원”의 진행이 가장 많은 것으로 조사되었다.
다섯째, 장애인복지사업 활성화 방안에 대해서는 “교회별 상황에 맞게한다”와 “교회 간 지역 간 연합활동의 필요성”을 원하고 있었다. 그 “필요요소”에 대해서는 “자원봉사 등 인력후원”과 “재정적 후원”이라는 응답과 “장애인복지사업 전문사역자와 전문부서의 필요성”에 대한 응답이 가장 많았다.
여섯째, 주변수간의 상관관계를 보면, 총예산과 출석교인 간에 가장 높은 상관관계(상관계수=0.830)로 나타났으며, 장애인복지에 대한 인식의 차이는 목회자의 교육정도(F=4.246, P=0.003)가 장애인복지 목회에 대한 관심에 많은 영향을 미치는 것으로 조사되었다.

본 연구에서 얻어진 결론을 중심으로 몇 가지 제언을 제시해 보면 다음과 같다.

첫째, 교회는 장애인에 대한 부정적 인식을 버리고 장애인복지에 대한 인식의 전환이 요구된다.
따라서 교회는 장애인을 도움의 대상이 아닌 지역사회의 한 구성원으로서 인정하고 교회의 참 모습인 이웃사랑인 예수님의 사랑을 장애인복지사업을 통해 실현해야 할 것이다.
둘째, 교회는 장애인복지의 인식전환을 위해 목회자 교육이 요구된다. 따라서 교회는 장애인복지사업을 실시하기 위한 하나의 과정으로 전문적인 장애인복지와 관련된 세미나의 개최 및 장애인복지 관련 강좌 실시 등을 통해 장애인복지에 대한 인식 제고의 필요성이 요구되는 것이다.
셋째, 교회는 장애인복지의 활성화를 위하여 교회의 다양한 자원(인적자원 및 시설자원 등)들을 활용하여야 한다.
넷째, 교회는 효과적인 장애인복지의 활성화를 위하여 중･ 소형교회 간 지역간의 연합활동이 요구된다.
다섯째, 교회는 효과적인 장애인복지의 활성화를 위하여 지역적 특성에 따라 장애인들에게 꼭 필요한 다양한 실천프로그램이 요구된다.
여섯째, 교회는 장애인복지의 활성화를 위하여 장애인을 위한 전담부서 및 전문 사역자의 필요성이 요구된다. 따라서 교회는 장애인복지에 관심을 가지고 있는 성도들의 교육과 훈련을 통해 장애인복지전문사역자로 활용하는 자세도 필요하다고 생각된다.
마지막으로 한국교회는 장애인복지의 문제점과 개선방안을 바탕으로 교회 본연의 사명을 회복하게 될 것이고, 지역사회의 장애인복지가 보다 향상되어 장애인과 비장애인이 함께 어우러져 이 땅에 기쁨과 소망이 있는 사회를 만들어 갈 것이다.

다국어 초록 (Multilingual Abstract)

On this paper the realities and problems on the welfare of the disabled, which local church pastors in Korea recognize, are studied. In addition we aimed to provide fundamental information to activate the service for welfare of the disabled lead by Korean church.
Methods for the study both the documentary research and e-mail survey containing 34 questionnaires. 140 e-mail surveys were distributed, and 114 e-mail surveys was collected. The collected data were analyzed by SPSS v12.0 program conducting frequency analysis, correlation analysis, and t-test, ANOVA.
The results of this study are as follows.
First, due to the characteristics of those surveyed and korean church the organization consists of 100% men, who are 30's or 40's pastors. And the most of church of the surveyed is less than 20 years and is less than 100 members. Total budget for the church of the surveyed is less than the 100 million won.
Second, the surveyed pastors recognize the importance of relief and social service for the disabled. And the senior is considered as the people who must be concerned about. The 60% of them are attending disabled service related seminars or being educated on the college and graduate school. They recognize that the problems of the disabled service are serious, and think the reasons for the problems are the responsibility of 'gorvernment'.
Third, both pastors and saints consider the disabled welfare business as a normal thing. And “the practice to love neighborhood”is thought to be the main goal of the disabled welfare business.
Fourth, according to the status of the disabled welfare business in churches, in spite of much concern for the business, the reason why churches do not conduct the disabled welfare business is ‘lack of finances or ‘absence of the disabled’. The methods to conduct the disabled welfare business are mostly facility visits and counseling. Churches try to cover the finances for helping the disabled by themselves. But the budget for the business is less than 10% of total budget prevalently. In many cases, pastors and professional staffs take a role as project coordinator for the business.
Fifth, the surveyed thinks to activate the business has to be conducted considering church’s situation, need to be joint activities between the churches of the area. The most responses about the need factor are voluntary human resource support and financial support, specialized resource support.
Sixth, the results of correlation analysis revealed total budget and church attendance are the most highly correlated (R2 = 0.830), and differences in the perception of the disabled welfare come from educational level of the pastors (F = 4.246, P = 0.003).
Based on conclusions from this study a few suggestions are as follows.
First, the church is required to removenegative perceptions of the disabled changing awareness about the welfare of the disabled. Thus church needs to have a correct understanding that the disabled is not the subject of helping but a member of community. And then church must try to realize the love of Jesus that is real purpose of church through the disabled welfare business.
Second, pastor training is required for conversion of awareness about the disabled welfare. In order to practice church-conducting welfare business, church need to make aneffort to enhance awareness of the disabled welfare through holding professional course and seminar related to the disabled welfare.
Third, the church is required to make the best use of a variety of resources (human resources and facility resources, etc.) to activate the disabled welfare.
Fourth, for effective business, joint activities between small-scale and large-scale churches, and between regions are required.
Fifth, a variety of necessary action programs for the disabled considering regional characteristics are required.
Sixth, welfare experts and workers for the disabled are necessary. Therefore, church can take advantage of the saints who have an interest in the disabled welfare through education and training.
Finally, based on plan of improvement about the disabled welfare issue, the Korean church’original mission will be renewed. Though improving the disabled welfare of the community the disabled and non-disabled would go together in harmony, and our society will be full of joy and hope.
