문화예술분야 청년층 고용현황과 정부 취업지원정책 효과 분석

국문 초록 (Abstract)

세계적으로 문화산업의 영향력은 날이 갈수록 커지고 있다. 한류가 확산되는 가운데 우리나라의 문화시장 규모도 점차 확대되고 있고, 문화예술분야의 산업적 경쟁력 강화도 중요한 현안으로 대두되고 있다.
문화산업의 지속적인 발전을 위해서는 우수한 인력확보가 필요하다. 하지만 현재 우리나라 문화산업의 고용환경은 임시직 및 비정규직이 타 영역에 비해 많고 고용이 불안하여 우수인재가 이 분야로 진출하는데 있어서 걸림돌로 작용하고 있다. 우수한 인력확보를 위해서는 보수, 고용안정성, 근무환경 등 근로조건의 개선이 중요하고, 문화예술분야 청년층 정부 취업지원정책은 문화예술전공 졸업생의 고용안정을 지원하는 효과를 거둘 수 있어야 한다.
본 연구의 목적은 문화예술분야 전공 졸업생들의 고용현황과 정부의 청년취업지원정책이 취업성과에 미치는 영향을 분석하고, 이를 통해 향후 정부의 청년취업정책이 더욱 효과적으로 작용하기 위해 필요한 사항을 도출하는데 있다.
분석 자료는 한국고용정보원의 2010 대졸자 직업이동 경로조사(2010GOMS)의 패널 자료를 활용하여 정부의 청년고용정책이 문화예술전공 학생의 졸업 후 취업률과 고용안정성에 어떠한 효과를 주고 있는가를 중점적으로 살펴보았다.
분석 결과, 조사대상 졸업생이 경험한 2013년 현재 정부의 청년 고용촉진정책 프로그램 대부분은 주로 임금근로자 및 상용직 위주의 정책으로, 임시직과 자영업자 비중이 높은 문화예술분야에는 대체적으로 크게 도움이 안 되고 있는 것으로 나타나 문화예술분야 졸업생의 고용안정을 지원하는 방향으로 재정립이 필요한 것으로 제언하였다.

다국어 초록 (Multilingual Abstract)

This thesis is to analyse the effect of Korean government’s active labor market policies aimed to promote the employment of college graduates, especially focusing on those majoring the fields of culture and arts(C&A). C&A majors are known to have suffered both from low employment rate and low job security. To develop the culture and arts industries in Korea as a new growth driver as manifested in the government’s policy platform, It would be one of the most important tasks to improve the job prospective and employment performance for college graduates majoring C&A so that the culture and arts industries can induce better human resources and talents to find their long-term career goal in this area.
I analysed the labor market participation of C&A major graduates using 2010 Graduates’ Mobility Surveys(2010GOMS1 and 2010GOMS3). The result of analysis on the employment, wages, and employment type in September 2011 and 2013, 18 and 42 months after the graduation, compared to other majors, C&A majors show no significantly low possibility of employment while earning less wages and showing lower possibility to get regular jobs. Compared to other majors, C&A majors also show larger proportion to venture start-ups.
I also found that most of government active labor market programs for young college graduates were not so effective in boosting the employability for C&A majors. As for C&A majors, the experience of a intern program designed for small and medium companies showed a statistically significant positive correlation with employment in 2011. Youth global leader program was also turned out to be positively correlated with employment in 2013. SME intern experience was also positively correlated with job security in 2011.
The analysis result suggests that new labor market policies designed or focusing more on C&A majors are needed as most of the current policy programs are of little help in helping them to get more secure jobs or to prepare or operate their start-ups.
