회복력 관점에서 본 기후복지 서비스 개선에 관한 연구 : 서울시 기후변화 취약계층을 중심으로 = A study on the improvement of climate welfare service from a resilience perspective : focusing in Seoul's climate change vulnerable group

국문 초록 (Abstract)

본 연구는 현재 기후변화 취약성 중심으로 수립되고 있는 기후복지 서비스를 회복력의 관점으로 바라 본 후 기후복지 서비스 정책과 지원 서비스 사업을 개선하는 것에 목적이 있다.
기실의 도시에서는 경제적, 사회적 취약계층이 늘어나고 있으며, 이들의 연령, 질병유무, 소득, 거주지 형태, 자연 재난 발생 시 정보 습득 능력에 따라 기상이변의 재난 위험 노출 여부가 달라지고 있다.
이들을 위한 지자치 단위(Local level) 기후복지 서비스는 민감도와 적응 능력을 중시하는 기후변화 취약성뿐만 아니라, 자연재해 영향의 예측, 대응, 저항 및 복구 역량을 함양하는 재난 취약성, 사전 예방 중심의 안전 취약성까지 포함 될 필요가 있다. 기후변화로 인한 기상이변은 기후변화 취약계층에게 잠재적 재난이 되고 있으며 이를 사전에 방지하고자 하는 안전은 서로 매우 밀접한 관계를 형성하고 있기 때문이다.
기후변화, 재난, 안전 취약성을 통합하여 고려될 필요가 있는 기후복지서비스는 기후변화 취약계층에게 필요한 사회적, 경제적, 제도적 부분 등의 사회 자본을 확인하여 문제 해결에 빠르게 대처하는 사회 경제시스템을 재구성하는 것도 필요하다. 더불어 주민과 자원봉사자들의 임파워먼트(권한부여) 재난 공동체를 통해서 자연재난 위협에 빠르게 대처하여 사후 기후변화 취약계층의 재난 적응에 도움을 주는 회복력 있는 기후복지 서비스를 전개 할 필요가 있다.
현재‘회복력 강화계획’을 수립 중인 서울시는 빠르게 증가하고 있는 기후변화 취약계층을 위한 현실에 맞는 기후복지 사회 안정망 서비스 제공하고, 사회적 약자가 소외되지 않도록 공간과 환경을 이롭게 구축하고자 하고 있으나 기후변화 취약성 중심으로 기후변화 적응 사업하는 가 동시에 실제 기후변화 취약계층의 회복력 강화 요인을 찾아서 서비스 개선을 할 필요가 있다. 본 연구는 선행연구와 문헌 연구로 도출 된 기후변화 취약계층의 회복력 강화 요인을 연구 분석틀로 활용하여 기후·재난·안전 전문가, 서울시 공무원, 자치구 공무원, 재난안전도우미, 방문 간호사, 실제 기후재난 피해계층을 상대로 서면자문 및 심층, 전화 인터뷰를 통해 기후 복지서비스 개선을 추출하여 현실적이고 복원력 있는 기후복지 서비스 정책 수립 제안을 하는데 목적이 있다.

The purpose of this study is to improve the climate welfare service policy and support service business after looking at the climate welfare service established as the center of vulnerability of climate change from the point of resilience.
In urban cities, economically and socially vulnerable classes are increasing. Depending on their age, disease status, income, residence type, and ability to acquire information in the event of a natural disaster, the risk of disaster risk varies.
Local level climate welfare services for them are not only vulnerability to climate change, which emphasizes sensitivity and adaptability, but also disaster vulnerability to develop natural disaster impact prediction, response, resistance and recovery capability.
Climate change due to climate change is a potential disaster for vulnerable groups, and safety to prevent it is very close to each other.
Climate welfare services, which need to be considered in conjunction with climate change, disasters and security vulnerabilities, should identify social capital, such as the social, economic and institutional aspects required by vulnerable groups with climate change, and reconstruct the socioeconomic system It is also necessary. The Seoul Metropolitan Government, which is currently establishing the 'Resilience Enhancement Plan', is trying to build a climate and welfare society stabilization network for the vulnerable groups of climate change, It is necessary to improve the service by finding the factors that reinforce the resilience of the vulnerable classes that are actually climate change.
The purpose of this study is to investigate the factors affecting resilience of vulnerable groups of climate change, which are derived from previous studies and literature studies, using climate change, disaster and safety experts, Seoul government officials, autonomous government officials, disaster safety assistants, visiting nurses, It is aimed to propose a realistic and resilient climate welfare service policy proposal by extracting improvement of climate welfare service through written consultation and in-depth and telephone interviews to the strata.
