군 문화예술의 필요성과 그 활성화 방안 : 공연과 교육 중심으로

국문 초록 (Abstract)

현대 사회의 ‘소프트 파워’물결 속에서 이제 군 에서도 과거 강제력과 명령의 ‘하드파워’와는 대조되는 자발적 참여와 소통으로서의 ‘소프트 파워’ 에 대한 관심과 그 활성화가 필요하다.
본 연구에서는 한국군(육군) 에서의 ‘소프트 파워’로서의 문화예술의 필요성과 그 활용방안을 연구하였다.
군문화의 특성 및 문화예술이 군에서 필요한 이유를 시작으로 오히려 지금보다 활발했었던 과거의 군 문화예술 활동의 역사에 대해 알아보고 북한을 비롯한 미국군에서의 문화예술을 무형전투력의 중요한 요소로 활용하고 있는 사례를 파악하였다.
이어서 우리 군의 문화예술 실태분석을 통해, 문화예술 활성화를 위해 다각적으로 추진되어야 할 네 가지 방안을 논하였다. 그 우선순위로
첫째, 문화예술을 단순한 오락거리 이상의 무형전투력 증강의 중요한 요소로서의 인식전환을 위해 사관학교 및 간부교육 기관에서의 ‘문화예술의 중요성’인식 교육과
둘째, ‘군 예술 조직의 개편’이다. 현재 군 장병이 가장 친숙하게 접할 수 있는 군악대가 장병 사기앙양을 위한 목적을 효과적으로 달성하기 위해 예술부대의 두 가지 모델을 제시하였다.
셋째, ‘병영문화예술교육의 활성화’이다. 병영생활 속 문화예술 체험을 통하여 밝은 병영분위기 조성과 무형전투력증진을 위하여 반드시 일과 내 문화예술 교육을 교육훈련의 일환으로 반영해야한다. 전문 강사 획득 방법으로재능기부의 활성화 및 1년 단위 계약직으로 채용 후 다면평가를 실시하여 5년 이상 재계약으로 검증된 강사에 대해서는 경쟁을 통하여 ‘예술교육 군무원’으로 임용시켜 활용하는 것이다.
넷째, 군에서의 문화예술 활성화는 전역 후 문화예술향유 계층의 증가로 이어져 예술가들의 일자리 창출 등 예술 산업의 발전으로 이어짐을 인식하여 ‘정부나 민간 예술단체의 군 장병 문화혜택’을 촉구하였다.
이상 본고에서는 군 문화예술의 필요성과 그 활성화 방안으로 위의 네 가지 방안을 논하였으며 본 연구에서 다루어지지 않은 각각의 예산 등 구체적인 방안들은 앞으로의 과제이다.
본 연구자는 육군 장교로서 대한민국 육군의 발전과 군 장병들의 밝은 병영문화 창출을 위하여 이 연구의 결과가 꼭 실현되기를 소망해본다.

다국어 초록 (Multilingual Abstract)

In the modern society within the stream of 'soft power,' it is necessary for the meticulously ordered military ('hard power') to revitalize and grow interest with the foremost society's 'soft power' through voluntarily participation and communication.
In the following researches, this tome demonstrate that the South Korean Military has formulated a program to practice cultural arts in necessary reach for 'soft power.'
Surprisingly, the reason for the necessity of distinctive cultural arts for the military actually lies among the vigorous history of military cultural arts activities. Among foreign militaries, even the North Korean Military understands and emphasizes the necessity of cultural arts as a significant non-combative military ability.
As following, through the current analysis of the South Korean Military practices of cultural arts concludes four diverse methods that must be exposed to emphasize the necessity of cultural arts.
Firstly, the essence and importance of cultural arts, not just a mere sidewalk entertainment, should be augmented and instructed in Military Academies and Military Cadet Education Programs in order to place recognition of cultural arts as a diversified non-combative military ability.
Secondly, 'Cultural Arts Enhances Military Community.' Currently as the best example and followed by military men, the Military Band presents two influential models which addresses hearty 'war spirits' for the men in service.
Thirdly, 'Promotion of Military Cultural Arts Education.' In order for military men to reside within military barracks with spiritual ambiance, cultural arts should be a vital part of non-combative military education and training. As all military education and training requires a drill instructor, there is a formulated procedure to select a public cultural arts instructor for military education and training. The formula simply requires a temporarily one year contract with the instructor. At the end of the contract, the instructor will be evaluated through a survey system and if he exceeds the requirements, then he will compete with other contenders for a lengthy five year contract.
Fourthly, after military men completes and resigns from national military service, there would be an increase of interest in cultural arts within the social stratum. Also, the cultural arts industry would develop and allow more employment, which demonstrate how the education of cultural arts for military men reflect beneficially.
In conclusion, this tome would thoroughly present the necessity of military cultural arts activity programs through the four given methods, which would respectively estimate a concrete thesis.
As a researcher and a South Korean Military Commissioned Officer, I hope that the results of this research would be practiced for the advancement of the South Korean Military.
