The 21th Century witnesses rapid development of economy, culture, and Science and Technology, also decreased school age population, capital circle, imbalanced development and local economy. According to research, the phenomenon of population growth rate, school age population, capital circle population concentration is aggravating in Korea in recent years. In addition, due to industrial development and capital concentration, many professionals are in the capital circle, and the lack of local professionals and the loss of local excellent resources have led to uneven economic development in the capital circle, deepening the gap between the rich and the poor in the capital circle and the local area, and becoming an obstacle to the balanced development of the country.
Currently, China also witnesses similar conditions. In the year 2010 and 2020, according to the 6th and 7th nationwide census, the school age population is gradually decreasing, and population aging is accelerating, leading to an imbalanced population structure. Therefore, wealth gap, population faulting, and concentration in the capital region are common problems that Korea and China face, whose root cause lies in the imbalanced development in the capital circle and the local area. In order to solve this problem, governments in the two nations issued the national policys of "Balanced development" and "Common prosperity". The policy goals of Korea and China are to eliminate the polarization in the capital circle and in the local area, wealth gap, increase social productivity, leading to the balanced economic development in the capital circle and in the local region. The important resource to realize "Balanced development" and "Common prosperity" is human resource, and the supply and nurturing of talent is closely linked to "education". Therefore, education is the precondition to promote "Balanced development" and "Common prosperity" nationwide.
When researchers come to Korea for further study, through the in-depth study and understanding of Korean culture, it is found that the Korean digital media education system is going through further improvement, and faster social and industrial development. However, the digital media education system development in the Local City University of China is slow and unbalanced in confronting social and industrial development. The researcher analyzes and studies the decreased population and changing industry, and the virtuous cycle education system of the Department of Manga and Animation, Chosun University, Regional City University. They also proposed that countermeasures for the activation of the cultural ecosystem of the university that the researchers work in, that is, Department of Animation, Zhoukou Normal University, and other Chinese Local City Universities.
For the Chinese comic education development, personnel cultivating program that is international, cutting-edge, and with innovative conciousness, is seriously needed. The Korean Comic industry ranks third in the world, and its digital media education system is developing soundly. Korean cartoon education occupies a leading place in the world. On the contrary, the current comic education system in Chinese universities is witnessing unbalanced development.
China borders Korea, with similar culture, historical background, and geographical environment. Therefore, the two nations are witnessing similar problems in their development process. In case of similar environment, this paper proposes the improvement plan that is suitable for Chinese comic education system focusing on Korean comic industrial development and professional talent nurturing and using Korean comic education system as reference.
Especially for solving the problem of local hollowing because of students and professional talents' coming to the capital circle, excellent talents should be fostered through quality education to serve local companies. Combined with national policy, the cultural ecosystem should be stimulated through the bond of public institutions. For this, this thesis will draw lessons from the education model of cultural industry virtuous cycle system in the Department of Cartoon Animation, Korea Chosun University, and proposes reform plans suitable for the animation development in Zhoukou Normal University in China.
When conducting the preliminary thesis theory research and sorting out the previous research literature, it was found that there are many papers analyzing the curriculum setting of college animation education. Most are focusing on three educational studies: "education, teaching, and education infrastructure(environment and facility)".
However, this thesis is different. The key of this research is in "education system". As a local university, to maintain its balanced development with capital circle universities, Chosun University's education system in its animation department takes three curriculum projects as the pillar, including "entrance exam, education project, employment". The deepened part in the research content conducted a concentrated study of the specialized "teaching curriculum, non-teaching curriculum", and "international exchange and industry-academy cooperation" in the animation department in Chosun University.
About the "education system", this thesis firstly analyzes and sorts out the animation major entrance exam institutions in three universities in Korea and China respectively. Second, the education program refers to the contrast and analysis of the education programs of the curriculum and non-teaching curriculum, and international exchange in the animation department in six universities in the capital circle of Korea and China, middle and small size city, and local university. Thirdly, contrast and analysis is made about the employment and future after the animation department students in three colleges in Korea and China became graduates.
At last, to analyze the education systems of the animation departments in Chosun University and Zhoukou Normal University, more detailed content contrast and analysis is conducted in terms of animation education and operation of the two universities.
This thesis conducts contrast and analysis study of the animation department in the Gwangju Chosun University and Zhoukou Normal University of the Korean and Chinese Local City. The first part of this thesis conducts theoretical research of the related industry and social problems and policies of the cultural industry, animation, Korean "Balanced Development" and Chinese "Common Prosperity". The second part of this thesis conducts contrast and analysis of the animation education system in terms of entrance exam system, education program, and employment in Korean and Chinese Capital Circle, Korea National University of Arts in medium and small size city and local city, Korea Hushi University, Korea Chosun University, Communication University of China, Shandong Institute of Arts and Crafts, and Zhoukou Normal University.
After the author analyzes the paper, the development of animation education and cultural industry in local universities should be based on the development of virtuous cycle system among the company, university, and public institutions. Industrial development requires excellent talent, and the excellent education that nurtures talent. To nurture professional talent, support policies from government institutions and cultural industrialization in local cities are needed. Finally, to realize the virtuous cycle development of the cultural ecosystem, policy support of the national and local cities is needed. Cultural industrialization and the revitalization of related enterprises are needed. Thirdly, an interconnected virtuous cycle of professional talent nurturing is needed, which can be said to be the "revitalization of cultural ecosystem".
The conclusion of this study is expected to be the virtuous cycle substitution plan of the China Local City University and Local City Cultural Industry Revitalization to solve the problems of population decrease and capital cycle talent concentration. This study will compare the commonalities and differences between the Korean and Chinese education systems, to find out the effective plan that suits the Chinese common prosperity policy and Korean balanced development policy, and to provide good basic information to study the cultural ecosystem cycle development method in local city universities. Through this study, detailed analysis, research and sorting out are made of the animation department system in Korea and China. It was found that the development of the animation department education system in Chosun University can rapidly respond to the cultural change and social and industrial needs. The virtuous cycle education system of its cultural ecosystem is expected to be the plan for improving the animation department system in Zhoukou Normal University, and other local city universities in China.
The production of this thesis is in the period from 2021 to 2022, with two years' study. Because of Covid 19, the field visit in Chinese and Korean universities and other realistic research has its space limitation. In addition, the animation education system of six universities in Korea and China are analyzed, and other universities are not involved. Therefore, the research content is not comprehensive enough, with room for improvement.
Besides, this paper has limitations on the educational environment beyond the three main research contents of entrance examination, education and employment, including educational infrastructure and teacher education development. However, if there are any opportunities, comprehensive research will be conducted on this topic.
