지역개발과 NGO : 제주국제자유도시개발사업 추진과정에서 지역NGO의 활동을 중심으로

This study aims to observe the shape of change for the citizen's campaign around the Jeju area and to derive the revitalization plan for the local NGO activity during the process of promoting development business for Jeju international free city. Also this paper studied the problem Also, it was going to examine the problems brought up for the rational promotion for the development business of Jeju international free city and suggest an idea to solve the problems.
For this purpose, this study performed an examination of documentation for the residents' movement in the process of promotion for the various development businesses in Jeju Island as well as a theoretical examination for the establishment of development policy for Jeju international free city and its promotional way. Based on this, a questionnaire survey and verifying analysis were performed with respect to the assessment and assignment for the development business of Jeju international free city and the activity of local NGO, malfunction according to the development business of Jeju international free city and the counterplan of the local NGO, assignment for promotion of Jeju international free city hereafter, an idea for activating local NGO, etc.
The result of study has shown the negative effect and assessment compared to the high requirement and recognition for the development business of Jeju international free city, and the improvement of investing atmosphere, support from central government and specialization of promotion strategy were issued as a problem. And the diverse malfunction such as outflow problems of development profit to the external areas, problem about the damage and disruption of natural ecosystem, etc. were involved, and as to the activities of local NGO, adjustment of understanding and conflicting, suggestion of rational and professional counterplan and necessity of strengthening for activities were highly shown. This study implies that the promotion strategy for Jeju international free city should be re-examined under the fundamental review of development paradigm for Jeju and the model of new movement should be made thru strengthening of the local NGO's function as an excavator of public opinions, a spokesman of citizen interest and a presenter of counterplan.
