Under the condition of competitive power weakening of commodity p개ducts results from increase of global competitions and growth of emerging countries who has advantage of low labor cost like China, it is highly needed for us to develop new innovation-oriented paradigm based on knowledge and information fundamentals. As economy environment changes very quickly these days, lifecycle of strategies, also, are gaining its velocity of changes. Because economic growth from input-driven growth strategies which use only basic economy elements such as labor and capital is no more effective, we must, therefore, create a momentum in order to develop innovation-oriented paradigm for extending of potential growth capability by utilizing techknowledge and information as essential means.
While benefits of cluster as a tool of industry development policy are widely spread, many countries has struggled to breed clusters since 1990's for gaining more international competitive powers. Korea also has placed many cluster policies and regional innovation system constructuring plans to promote regional industry growth and region-balanced country development. And government is still trying to make those policies come true by continuous integrating of various kinds of industry and strengthening value chain among industries, academies and research institutions.
Especially regarding industrial districts, a series of programs such as designating and administrating of information-based industry integration zones, reform existing industrial district into innovation clusters and strengthening value chain among regional clusters has being put into motion in order to maximize benefits of cluster policies. Despite industrial districts do essential roles as core production centers, local industrial districts except capital region actually take only basic manufacturing functions.
Relatively deterioration of local economy environment results from capital area deregulation and emerging of west-sea economic zone is already bit obstacles from Taegu-Kyungpook area that has many small-size companies with low competitive powers and innovation abilities.
In addition, as long slack of traditional field like textile industry has no recovery signals in close future and IT, communication, steel and automobile components industries that have lead local industry growth are now moving to new production and consumption basement such as capital and west-sea area.
Innovation clusters as core fact for innovation-driven growth and development by producing and extending new information and knowledge becomes more powerful and important. So, this research is to establish new paradigm and take crucial part in seeking our methodologies for restructure innovation clusters from existing industrial district in Taegu-Kyungpook area that has mere basic manufacturing roles. Also this research has purpose to be useful for revitalizing local economy in bad condition.
This research contains a series of analysis and proposals about innovation cluster: First, introduced background of innovation clusters and basic fundamentals in chapter2, analyzed current government's cluster policies and what kind of effects they have in chapter 3 and looked over status of local industrial districts and innovation clusters in Taegu-Kyungpook area(chapter4). Finally it proposed some active methodologies for local industrial cluster development and success(chapter 5&6).
Overall it revised about status of strategic industrial innovation clusters in Taegu-Kyungpook area, unfortunately main companies' roles and actions are still limited and innovative capability development is also in beginning step yet although it is in progress to construct network between participants and R&D infrastructures. Therefore in order to make it more advanced, it is highly required to adjust local innovation plans for more effective progress and supplement specific implement process to take more efficient building works with close relationship among industries, academies and research institutions.
Also encouragement various companies to take part in progress by building up positive environments of trust and cooperation is also needed. In addition, it is necessary to increase effectiveness of cluster network by providing specific goal and vision. Most of all, it is considered as most important key factor for success that expansion of innovative ability and encouragement entrepreneurship.
In conclusion, we have to co-work with various players such as central and regional government, companies, academies, research institutes and many societies although there must be some practical problems. Through those co-works we must successfully settle down and activate innovative clusters in Taegu-Kyungpook local strategic industry. It is also certain that all of those processes will be basic fundamentals and effective promoters for actual decentralization and regional diversity and furthermore, it must have promoted evolution of local industry structure and simultaneously advanced national-wide balanced development.
