문화영향평가 정책의 재설계와 지속발전을 위한 전략적 접근 연구 = A study on strategic approach on redesign and sustainable development of cultural impact assessment policy

다국어 초록 (Multilingual Abstract)

The cultural impact assessment currently under way is likely to be uniformly applied because the evaluation criteria and indicators are uniformly specified and the evaluation deliberation is almost unchanged.
In addition, the existing cultural impact assessments suggest a complementary point to the implementation project, but it is necessary to review whether the complementary point fully understands the unique characteristics of the area. In fact, there were many cases in which the region already borrowed an already successful example from another region.
This study recognizes these problems, and analyzes and compares the existing evaluation systems in order to rethink the evaluation system needed for the region, establish the basis for the cultural policy for the people to go right and it must be applied apply the results in the cutural activities in the region.
In this regards, this study firstly summarized the understanding of evaluation logic and the main points to be discussed, and than, have analyzed and studied the logic and structure of the foreign evaluation cases. In addition, this study review the Canadian and US cultural impact assessments and the environmental impact assessments, and errors and effects. Also this study analyzed the impact assessments on other sectors currently being implemented in Korea, such as the Environmental Impact Assessment and Employment Assessment. The analysis of these cases led to the development of a new evaluation method.
As a result, the existing cultural impact assessment is ambiguous and inclusive of the cultural reference point, so there is a concern that it will infringe freedom and naturalness when it is actually applied. It is a concern that if the culture, which is the product of spontaneous, and time and individual effort, is made up of a single scale, it will undermine the essence of culture. There should be an effort to chec the impact on the business from the policy making step to prevent discriminatory effects, and to supplement and minimize adverse impacts. In order to move forward to culture advanced countries through active investment in culture, studies should be actively carried out to supplement the cultural impact assessment and reduce the negative factors and maximize the positive factors.
The current cultural impact assessment is just beginning and its significance has not been recognized nationally. So the people are not aware of its importance. The form of culture does not mean the direct effect based on it. In that case, many people did not understand the importance.
We emphasize the importance of cultural competence evaluation, and understand the social trends based on the realistic value judgments and objective data, and contribute to the social law and legislation in a better way. The cultural competence evaluation system for a culture-rich country with a high quality of life. It should be used as an indicator.
The cultural evaluation system requires following steps: establishing a DB system for cultural impact assessment, selecting target tasks through public offerings, expanding awareness of cultural impact assessment system through aggressive public relations, and actively participating in and sharing opinions through results sharing forums, and encouraging many organizations to participate. In addition, the institutional arrangements should be made to designate and operate a culture competency evaluation authority, to strengthen the authority of policy recommendations, improvement and recommendations, and to reflect the results of this systematic evaluation into the relevant policy.
The uniformity of the cultural business should be avoided because it undermines the cultural diversity. If a method for collecting various opinions is sought, the competent criteria appropriate for the region will be applied, and the result suitable for the region will be obtained.

국문 초록 (Abstract)

현재 시행중인 문화영향평가는 평가 기준이나 지표가 일률적으로 지정되어 있고 평가 심의도 거의 변하지 않기 때문에 자칫 일률적인 적용이 될 우려가 있다. 또한 기존에 실시된 문화영향 평가들은 시행 사업의 보완점을 제시하고는 있지만 과연 이 보완점이 그 지역의 독특한 특수성을 충분히 이해하고 있는지에 대해서는 다시 검토 해볼 필요가 실제로 이미 성공한 다른 지역의 사례를 그 지역에 차용해서 사용하는 경우가 많았기 때문이다.
본 연구는 이러한 문제점을 인식하고, 기존의 평가 체계를 분석하고, 비교하여, 지역에 필요한 평가 시스템에 대해 다시 생각 해 보고, 국민을 위한 문화 정책이 올바르게 나아가게 되는 기초를 다지고, 이를 통하여 문화 현장에 적용해야 하기 때문이다.

이러한 관점에서의 연구에서는 먼저 평가논리에 대한 이해와 논의해야 할 주요 사항을 정리 하였다. 이미 문화적 가치에 대하여 먼저 생각한 외국의 시행되고 있는 평가의 논리와 구조를 분석, 연구하였다. 또한 캐나다, 미국의 문화영향평가 및, 환경영향평가를 다루었고, 오류와 효과를 분석하였다 그리고 현재 국내에서 시행되어 지고 있는 타 분야에 대한 영향 평가를 분석하기위하여 환경영향평가와 고용평가 등을 참조하였으며, 이 사례들의 분석을 통해 새로운 평가 방법의 보완점을 생각해 보았다.

그 결과 기존의 문화영향 평가는 문화에 대한 기준점이 모호하고 포괄적이어서 실제로 이를 적용할 시에는 자유성과 자연성을 침해 할 우려가 있다. 자연 발생적이고 시간과 개별적인 노력의 산물인 문화가 한가지의 척도로 이루어진다면 문화의 본질을 훼손하는 것 이라는 우려이다. 정책 입안부터 사업에 미치는 영향을 점검하여 차별적 영향이 발생하지 않도록 하고, 불리한 영향이 발생 할 경우 이를 보완하고 최소화하기 위한 노력이 있어야한다.
향후 문화에 대한 적극적인 투자를 통해 문화 선진국으로 나아가기 위하여 문화영향평가를 보완하여 부정적인 요소를 줄이고 긍정적인 요소를 극대화 하는 연구가 적극 실행되어야 한다.

지금의 문화영향평가는 막 시작하는 단계로 그 중요성이 범국가적으로 인지되지 못했다. 그러다 보니 국민들과 지역민들도 이것을 잘 인지 하지 못한 상황이다. 그리고 문화는 형태만 가지고 직접적인 효과가 바로 나타나는 것이 아니다. 그러다보니 그 중요성을 제대로 이해하지 못하는 경우가 많았다. 우리는 문화역량 평가가 가지는 중요성을 부각시키고 현실적인 가치판단과 객관적인 자료에 의거하여 사회적 흐름을 잘 파악하고 이해하여 더 좋은 방향으로 사회 법규와 법제정에 도움을 주어 삶의 질이 높은 문화강국으로 가는 지표로 삼아야 할 것이다.

문화영향평가의 DB시스템을 구축하며, 대국민 공모를 통한 대상과제를 선정하고, 적극적인 홍보를 통하여 문화영향평가 제도에 대한 인식을 확대하고, 결과 공유포럼 등을 통해 적극적인 공유와 의견을 수렴 하며 참여 확대를 위한 인센티브를 마련하여 많은 단체들이 참여 할 수 있게 유도해야 한다. 또한 문화 역량평가 책임기관을 지정, 운영하고, 정책제언 및 개선과 권고의 권한을 강화하여, 평가 결과를 정책에 반영하기 위한 제도적 장치를 마련해야 한다.

문화 사업의 획일화는 문화의 다양성을 훼손하기 때문에 지양해야 한다. 다양한 의견수렴을 위한 방안이 모색되어진다면 지역에 맞는 기준이 적용 될 수 있을 것이고, 그 지역에 맞는 결과가 도출 될 수 있을 것이다.
