16개 선진 민주주의 국가에서 정당 이데올로기가 복지정책발전에 미친 영향에 대한 연구: 정당 이데올로기의 역동적 관계를 중심으로

국문 초록 (Abstract)

본 연구의 목적은 정당 이데올로기의 역동적 관계가 복지국가발전에 어떤 영향을 미치는가에 초점을 둔다. 대부분의 기존 연구들이 좌파 정부가 복지국가발전에 긍정적인 영향을 미침을 발견했으나, 소수의 연구들은 중도 또는 우파 정부가 긍정적인 영향을 미쳤다고 주장한다. 본 연구는 이러한 상이한 결과는 기존 연구들이 부가모형을 사용했기 때문이며, 보다 정확한 정당 이데올로기의 역할을 살펴보기 위해서는 정부의 이데올로기, 의회 내 반대당의 크기 및 노동조합의 강도에 의한 상호작용효과를 고찰해야 한다는 주장에서 출발한다. 연구결과, 좌파 정부와 좌파 반대당이 복지지출 증가율에 긍정적인 영향을 미친 반면, 우파 반대당의 의회 내 세력이 크면 부정적인 영향을 미침을 발견하였다. 또한, 기존 연구들과는 달리 1980년대 이후에도 정당 이데올로기가 복지정책 발전에 영향을 끼쳤음을 관찰하였다. 이와 더불어 본 연구에서는 Downs의 중간선호모형과 Powell의 다원적 균열론이 잘 적용되지 않고 정당 이데올로기가 1960-2000년 전 기간 동안 복지지출 증가율에 영향을 미쳤다는 결론을 내린다.

다국어 초록 (Multilingual Abstract)

The objective of the research observes the impact of dynamic relations of political ideology on the welfare state development. Most empirical studies on welfare policy find a positive effect of leftist governments on the welfare state development, but several studies assist that rather christian democratic and/or rightist governments lead the welfare development. These different findings may result from a model mis-specification. The existing literature uses an additive model and misses the dynamic function of political actors, especially relations among a government, a parliament, and a labor union. The study tries to use three way interactive effects and overcome the weakness of existing literature. The research obtains several results as follows. First, there exists a dynamic relations among three factors. Leftist government and the strength of opposite leftist parties in a parliament affect the increase of welfare expenditures. The strength of opposite rightest parties in a parliament has a negative impact of welfare expenditures. Second, the study finds that political ideology affects the increase of welfare expenditures as well in the period of 1960-1980 as in that of 1981-2000, although existing literature asserts no impact of political ideology in the second period. Third, there is little possibility of non-impact of political ideology by Downs' median voting theorem and Powell's plural social cleavage.
