" Seriously Emotionally Disturbed(정서장애)" 명칭과 정의의 문제점 및 대안 = The Label and Definition of " Seriously Emotionally Disturbed " : The Problems and Solution

국문 초록 (Abstract)

명칭붙임(labeling)은 명칭 자체가 가져오는 심각한 부정적 영향에도 불구하고, 재정지원과 교육 서비스, 의사소통 등의 목적으로 계속되어 왔다. PL 94-142가 제정된 이래, SED는 미국 교육 현장에서 줄곧 사용되어 오고 있으나, 행동장애를 가진 아동들을 위한 명칭 및 정의로서의 적절성에 많은 의문이 제기되어 왔다. 본 연구는 SED 명칭과 정의가 어디서 어떻게 유래하였으며, 이와 관련된 문제들이 무엇인지 문헌을 통해 분석-검토하고, 현재의 법적 명칭 및 정의인 SED를 바꾸어야 하는 구체적인 이유를 논의했다. 아울러, 학회간 연합체에서 새로 제안한 명칭 및 정의와 현행 미국 연방정부 특수교육법에 포함된 명칭 및 정의를 비교 검토한 결과를 토대로 기능적이고 교육적인 행동장애 정의가 갖추어야 할 기본 요건을 제시하였다.

Generally, labeling has been used for funding, education, and communication although it produces negative consequences. After passage of the Education for All Handicapped Children Act (PL 94-142), the label $quot;Seriously Emotionally Disturbed (SED)$quot; has been used in educational contexts to classify students with behavioral disabilities. However, the label SED has been criticized because of its inappropriateness to refer children with behavioral disabilities. This paper is a review of how and where the label SED was derived, and examines prevailing problems of labeling and the effects of the label SED in the PL 94-142.
The federal definition does not provide appropriate assessment procedures, so that children who need special education have been underidentified and underserved. Currently, the National Mental Health and Special Education Coalition proposed a new definition and terminology of EBD(Emotional and/or Behavioral Disorders) to replace SED. Although the Coalition definition of EBD ameliorates the vagueness of the federal definition of PL 94-142, still there is room for improvement. Based of the examination and comparison of SED and EBD, some features for a functional educational definition for children with behavioral disabilities are recommended.
