Regional Cooperation in East Asia : Suggestions for Future Development

국문 초록 (Abstract)

최근 지역협력기구가 폭발적으로 증가하는 추세를 보이고 있는 바, 현재 전세계의 모든 국가가 최소한 한 개의 지역기구에 가입하여 있는 현상을 보이고 있다. 본 논문은 지역협력과 관련된 이론 및 실제를 분석하여 동아시아 지역협력을 발전시키기 위한 제안을 모색하고자 하였다.
동아시아의 지역안정과 번영을 지역국가들이 회구함에는 이론의 여지가 없을 것이다. 혹자는 현존하는 양자 및 다자적 기구들이 동아시아의 국제 관계를 관리하는데 충분하다고 할 수 있을 것이다. 그러나, 유럽통합의 선구자들이 항구적 평화에 대한 비젼을 가지고 유럽연합을 결성하였듯이, 동 아시아 지역에도 통합을 향한 발걸음이 필요한 것으로 사료된다. 지역통합을 향한 우선적 노력은 동아시아의 정체성을 고양시키는 것이기 때문에 이를 위한 역내 지도자들의 관심이 필요하다고 하겠다.
첫째, 현존하는 기구의 활동을 극대화하는 전략이 필요한 것으로 판단된다. 역내에는 ASEAN 및 APEC 등 다자간 기구가 존재하고 있으며 활발한 활동을 보이고 있으므로, 이들 기구의 자유무역 확산노력을 적극적으로 지원하는 것이 바람직할 것이다. 특히, ASEAN 국가들은 아직도 개발도상에 있는 국가들이 대부분이기 때문에, 회원국간 자유무역 확산의 성패는 동아시아 지역 전체의 통합방향에도 영향을 미칠 전망이다. 또한 한국, 중국, 일본 등 동북아지역 국가들간 자유무역 확산도 향후 광역화된 동아시아 지역기구 결성에 도움이 될 것이다.
둘째, 역내국가들간 경제적 상호의존을 고조시킴으로써 경제통합에 대한 필요성을 높이는 것이 우선적 과제인 것으로 사료된다. 특히, 동남아지역 기구인 아세안과 동북아지역 국가들간 경제관계의 강화는 통합과정을 앞당기는 효과가 있을 것이다. 즉, 지역협력의 초점을 우선적으로는 실천가능한 경제적 프로그램을 중심으로 추진하는 것이 중요하다. 왜냐하면, 동아시아 지역의 안보문제와 관련해서는 아직도 의제가 불분명한 측면이 있기 때문에, 초기에서부터 경제와 안보문제를 동시에 추진하는 것은 무리가 있는 것으로 판단되기 때문이다.
셋째, 동아시아지역 전체와 비교해서 소지역이라 할 수 있는 동남아 및 동북아의 지역협력을 공고화하는 것이 중요하다. 특히, 동북아지역에는 공식적 다자기구가 부재하기 때문에, 동 지역에서의 지역협력을 위한 기구의 창설이 필요한 것으로 사료된다. 이후 동남아지역기구와 동북아지역기구를 통합하는 노력을 통해서 동아시아 지역 전체를 아우르는 지역협력구도를 성사시키는 방향으로 추진하는 전략이 필요한 것으로 판단된다.

다국어 초록 (Multilingual Abstract)

The last decade has witnessed an explosion in the number of regional cooperation mechanisms. Now almost all countries of the world become signatories to at least one of such regional institutions.
The current article attempts to assess the status of regionalism movements in East Asia and to explore the ways to enhance regional cooperation. In doing so, various factors behind regionalism in East Asia shall be examined along with theories of regionalism. Following these analyses, suggestions for the future development of East Asian regionalism has been made as a conclusion.
There is no doubt about the desirability of stable and prosperous regional environment. Indeed, we could say that the current bilateral relations with multiple layers of multilateral framework for regional cooperation would be enough to pursue such a goal. However, as the founding fathers of European integration initiated a vision for permanent peace. It is necessary for us to seriously consider East Asian integration before it is too late. How to promote East Asian integration? Initial effort should be concentrated on enhancing regional awareness among the leaders as well as peoples of East Asia. It is also necessary for regional leaders to agree upon the openness as the principle for the future integration of East Asian region. Then we can harmonize the activities of existing multilateral institutions by holding regular summit meetings among the leaders of East Asian countries.
First, maximize the existing institutions. Promote freer trade within the framework of existing institutions to enhance the general level of economic interactions among the regional countries. The primary step would thus be to promote freer trade among the member countries of ASEAN and among Northeast Asian countries. In this way, the success of the existing institutions will provide a testimony for broader regional economic cooperation.
Second, intensify economic cooperation. As the current development of East Asian regionalism demonstrates, it is also desirable to expand the cooperative efforts in those areas that are relatively well defined. Since the possibilities for economic cooperation have been well sketched out by the various promoters of East Asian economic regionalism, let us now proceed with more practical measures to execute those programs. It would not be efficient to mix relatively well-defined economic issues with political and security issues that are rather poorly defined.
Third, solidify the sub-regional foundations. To look at the East Asian regional organizations geographically, it is evident that no multilateral institution covers Northeast Asia. It was impossible to form a multilateral economic organization in Northeast Asia during the Cold War years, but the recent success of China's economy has eliminated certain barriers to establish a regional economic organization in Northeast Asia. One could now be formed. Then we could synthesize Northeast Asian regional organization with ASEAN in the future. It would be desirable to extrapolate this "sub-regional to regional" approach to other issue areas. To achieve the above goals, it is necessary for the leaders of East Asia to make concerted efforts to promote regional cooperation.
