The purpose of this paper is to review the individualized instruction for underachieving students. First, the author reviewed the conceptual definitions and characteristics of underachievement, meanings and history of individualized instruction, and strategies to implement the individualized instruction. Considering the classroom setting, in which underachieving students are educated, Universal Design for Learning (UDL), Differentiated Instruction (DI), and Response to Intervention (RTI) models are suggested as individualized instructional methods to teach effectively underachieving students in the regular education classroom with diverse students needs. Teacher training methods are discussed to implement the individualized instruction successfully.
