브라질 국가 발전과 교육의 역할로 본 발전 전망 = Prospects for Brazil's Development through National Development and Role of Education

The purpose of this study is to examine the relationship between national development and education through an analysis of the history of education for 200 years after the independence of Brazil, and to illuminate the prospects for Brazil’s development through education. To do this, this study examines the main theories on national development and education and the characteristics of economic development, political development, and social development that make up the national development. In addition, the history of 200 years of education in Brazil was classified and analyzed into a total of four periods according to the classification of political periods. This study finds that the government of Brazil lacked interest and investment in education from independence in 1822 to the military dictatorship in 1985, and concludes that it was difficult to find a relation between national development and education. However, since the revision of Brazil’s Constitution in 1988 and the revision of Law of Guidelines and Bases of National Education n.9394/1996, the government's interest in education has increased, and Brazil's National Common Curricular Base was introduced with a lot of institutional changes. In addition, interest and discussion on the quality of education are arising as the investment in education are increased and quantitative expansion of education are made during the reign of President Cardoso and President Lula. This study ultimately argues that it is not possible to clearly find a relation between national development and education in Brazil that is seen in Western countries or East Asia. However, the changes shown in Brazil over the past 30 years brighten the outlook of the national development in Brazil near future.

국문 초록 (Abstract)

이 연구는 미래의 나라 브라질의 독립 이후 200년의 교육사에 대한 분석을 통해 국가 발전과 교육의 관계를 살펴보고, 이를 바탕으로 브라질의 발전 전망을 조망하는 데에 목적이 있다. 이를 위해 먼저 국가 발전과 교육에 관한 주요 이론과 교육과 국가 발전의 관계를 이루는 경제 발전, 정치 발전, 사회 발전의 측면에서 살펴보았다. 그리고 브라질 200년 교육 역사를 정치 시기 구분에 따라 총 네시기로 구분하고 분석하였다. 브라질은 제1시기부터 제3시기인 1822년 독립부터 1985년 군부 정권 시기까지 교육에 대한 관심과 투자가 미비하였으며, 그 결과 국가 발전과 교육에 관한 상관관계를 발견하기 어려웠다. 그러나 1988년 헌법 개정과 1996년 국가교육 지침 및 기본법 개정 이후 브라질 정부의 교육에 대한 관심이 높아지고, 연방 정부 주도의 공통 국가 커리큘럼 기반이 학제별로 수립되기 시작하면서 브라질 교육은 제도적으로 많은 변화를 나타냈다. 또한, 카르도주 정부와 룰라 정부를 지나면서 교육에 대한 투자와 교육의 양적 팽창이 이루어짐에 따라 교육의 질에 대한 관심과 논의가 증가하고 있다. 본 연구는 브라질에서 서구 국가 혹은 동아시아에서 보이는 국가 발전과 교육의 상관관계를 뚜렷하게 발견할 수는 없으나, 지난 30년간 브라질에서 보여준 변화 양상을 통해 향후 브라질의 발전 전망을 밝혀 볼 수 있다고 주장한다.
