We argue thet moral beliefs have the cognitive meanings as well as emotive meanings. We can evaluate the cognitive values of action-sentences in terms of moral values. We apply decision theory to moral choices. The advantage of this approach is that we can justify moral choices, not on the ground of their unconditionality, absoluteness, and abstraction, but on the ground of their conditionality, relativity, and empirical strategy. In order to illustrate this character of moral choice, we deal two examples "Judgement after Death" and "Heinz Dilemma".
