“교육” 특성화 대학으로서의 교육대학교 발전 모델 탐색 = A Study on an Education-Specialized Development Model for a University of Education

국문 초록 (Abstract)

본 연구는 다변화 사회에 고등교육의 개혁에 대한 요구를 교육대학교의 교사교육 개혁과 관련지어 ``교육`` 특성화 대학으로서의 교육대학교 발전 모델을 개발하는 것을 목적으로 한다. 이를 위해 모델 개발을 위한 준거와 기본방향을 설정하고, 서울교육대학교의 최근10여 년간의 장단기 발전계획 및 교육과학기술부와의 MOU 특성화 내용을 분석하였다. ``교육`` 특성화 대학으로서의 모델은 교육대학교의 역량 강화 및 교사의 질적 수준 향상, 그리고 초등교육의 발전을 목적으로 하며, 이를 위해 크게 4대 과제, 즉 비사범계 전공 설치, 대학원 박사과정 신설, 학생 역량 강화 프로그램 개발, 그리고 이들 3대 영역을 지원하는 조직 체제 구축을 핵심 영역으로 제안하였다. 따라서 개발된 ``교육``특성화 대학으로서의 발전 모델은 서울교육대학교가 처한 다양한 교육환경 요인을 극복하고 대학 안정화 및 내실화를 기하는 계기가 될 것이며, 대학 발전을 위한 중장기 발전계획을 수립하는 준거 및 계획 실행의 기초 자료가 될 것이다. 아울러 교사양성을 위한 새로운 프로그램 개발 및 운영은 물론, 각 교육대학교의 발전 모델을 개발하는 기초 자료 및 교원양성대학교 특성화 추진의 참고자료로 활용될 것이다.

The purpose of this study is to design an education-based development model for reforming a university of education in order to cope with social demands on improving quality of teachers education. This study has constructed basic principles and criteria of the model through analyzing the development plans of Seoul National University of Education(SNUE) and the memorandum made recently by the universities of education and the Ministry of Education, Science, and Technology(MEST). The results indicated that the model should be focused on goals such as building of educational capability, assurance of teachers quality, and eventually innovation of elementary education. To realize these goals, four key strategies were suggested: initiation of non-teacher training program, opening of a doctor`s course, operation of various student`s capacity building program, and establishment of administrational support system. The suggested education-specialized development model is expected to provide grounds to overcome challenges that universities of education have ever faced with. And it will be also used as a reference document for a new plan of raising quality of teachers.
