대학 핵심역량기반 교육과정 운영의 상징적 동조 현상에 대한 연구: 교수의 인식과 대응을 중심으로 = Symbolic Conformity in the Process of Core Competency-Based Curriculum in Universities: Focusing on the Perception and Confrontation of the Professors

국문 초록 (Abstract)

본 연구는 한국 대학에 급속히 확산된 핵심역량기반 교육과정이 실제 대학에서 어떻게 운영되는지를 교수의 인식과대응을 중심으로 심층적으로 살펴보는데 목적이 있다. 이를 위하여 핵심역량기반 교육과정이 대학으로 유입된 국내외적맥락을 고찰하고, 교육과정 개편과정에 배태된 제도적․환경적 요인들과 핵심역량기반 교육과정에 대한 교수의 인식및 대응양상을 알아보기 위하여 7개 대학 교수 9명을 심층 면담하였다. 연구 결과, 객관적 성과관리를 앞세운 대학재정지원사업으로 인하여 핵심역량기반 교육과정의 의미와 필요성에 대한 공감대 확보가 학내에서 두루 실패하고있었다. 핵심역량기반 교육과정 설계 및 운영 과정에서 확산된 대학 내 무기력함은 교수들로 하여금 형식적 순응이라는전형적인 전략을 선택하도록 유도하고 있었다. 대학의 교육과정운영체계는 핵심역량기반 교육과정에 대한 고유한모델링보다는 대체로 동형화적 패턴을 보였고, 대학 안팎의 형식주의적 양상은 정책 당국과 대학, 그리고 교수로이어지는 상징적 동조 현상을 발생시키며 더욱 강화되고 있었다. 이러한 핵심역량기반 교육과정을 매개로 발생하는연쇄적 상징 동조(serial symbolic conformity) 현상은 대학교육의 본질인 교육과정 변화를 꾀하는 정부의 대학혁신전략에 근본적 한계가 있음을 시사한다. 이상의 결과를 바탕으로 대학교육 개선을 위한 몇 가지 제언을 밝혔다.

This study is to explore how core competency-based curriculum is operated in universities practically. To examine the institutional and environmental factors embedded in the process of reorganizing the core competency-based curriculum, in-depth interviews were conducted with nine professors from seven universities and their perceptions and confrontations were analyzed. Based on the interviews, the core competency-based curriculum included in the government-funded project tends to be operated in a managerial manner, and the meaning and necessity of the core competency-based curriculum is not shared. The sense of helplessness has pervaded universities, leading professors to adopt a decoupling strategy. The curriculum of universities has become isomorphic, reinforcing a formalistic pattern that fosters symbolic conformity between the Ministry of Education, universities, and professors.
This Serial Symbolic Conformity implies the fundamental limitations to the government's university innovation strategy. Based on the findings, suggestions for improving university education were made
