Western Perspectives on China’s Northeast Project (Dongbei Gongcheng)

The Northeast Project (東北工程), which is an abbreviated name for the Northeast Borderland History and the Chain of Events Research Project (東北邊疆歷史與現狀系列硏究工程), involves “a series of studies on the history and current situation of the Chinese northeastern borderlands.” This paper will introduce various views of “Western” scholars regarding the Northeast Project. However, only a small number of papers have been written in English on the Northeast Project, perhaps because no Western country has such a direct interest in the issue as Korea or China.
Before commencing a discussion about how Western academicians view the Northeast Project, I should make it clear that it would not be appropriate to assert that the few publications I intend to discuss in the course of this paper represent the prevalent views in the Western academic world. However, I will try to outline the arguments, believing as I do that their views need to be counted with regard to the current situation in which the Chinese Northeast Project has already developed into an example of the politicization of history.

국문 초록 (Abstract)

동북공정에 대한 서구학자들의 전망 혹은 해결법은 어떠한 것인가. 바잉턴은 중국이 주장하고 있는 것은 자국 영토의 안정에 대한 관심에서 비롯된 것이기 때문에 한국이 취해야 할 방법은 그저 중국의 주장을 바아들이지 말아야 한다는 입장이다. 슐츠는 고구려에 대한 고려의 소유권에 도전하는 거란족과의 담판에서 고려시대 서희가 강력히 항거했던 것처럼, 오늘날 한국은 고구려에 대한 소유권을 주장하는 중국의 도전에 현대적 전문용어를 동원해서 맞서야 한다고 주장한다. 동북공정과 관련하여 몇 편되지 않는 구미학계의 논문을 읽고 그들의 일반적 보편적 시각을 읽어내는 작업은 처음부터 한계성을 내표한다. 그러나 분명한 것은 그들의 연구가 한국측의 대응논리에도 몇몇 문제점이 있다는 것을 지적하면서도 역시 중국의 동북공정 논리에는 상당한 무리가 따라 적지 않은 문제점을 지니고 있다는 점을 적시하고 있다는 점이다.
