유럽문화수도 ‘Marseille-Provence 2013’ 프로젝트의 ‘방법으로서의 유로메디테라네’ 고찰 = Reflection on the ‘Euroméditerranée as a Method’ in the ECC, ‘Marseille-Provence 2013’ Project

국문 초록 (Abstract)

본 연구는 유럽문화수도 ‘Marseille-Provence 2013’ 프로젝트의 가장 큰 성공 요인으로 간주되는‘방법으로서의 유로메디테라네’의 연구를 목표로 삼았다. 이 연구를 위해 먼저 마르세유(Marseille) 가 유럽문화수도(European Capital of Culture)를 추진하게 된 배경과 선정의 사유를 살펴보았고, 이어서 ‘Marseille-Provence 2013’ 프로젝트의 달성목표와 콘셉트, 프로그램을 분석하였다. 이와 같은분석을 바탕으로 유럽문화수도 ‘Marseille-Provence 2013’ 프로젝트를 한 마디로 요약할 수 있는“유로메디테라네의 아틀리에”(les ateliers de l’Euroméditerranée)와 ‘방법으로서의 유로메디테라네’ 의 관계를 분석해 보았다.
Ⅱ장의 <마르세유의 유럽문화수도 추진배경과 선정사유>에서는 마르세유가 2013년 유럽문화수도프로젝트를 통해 사회 통합과 교류와 다양성 진전, 다문화와 문화 간 대화와 소통을 이루어내고 있음을 알 수 있었다. 마르세유의 당면 과제인 복잡한 사회문제를 문화와 예술을 통한 도시 재생 프로젝트를 통해 해결하려는 마르세유의 의지의 결과가 바로 2013년 유럽문화수도 선정의 근간이 되었다.
이어서 Ⅲ장의 <방법으로서의 유로메디테라네>에서는 유럽문화수도 ‘Marseille-Provence 2013’ 프로젝트의 성공요인이 ‘방법으로서의 유로메디테라네’임을 살펴보았다. “방법으로서의 유로메디테라네”는 이제까지의 유럽(서유럽) 중심의 가치와 문화를 극복하고 지리적으로 유럽에 속하지는 않지만 유럽과는 불가분의 관계에 있는 지중해 연안의 국가들 간 연대와 평등을 모색할 수 있는 사유의방법론이다. “방법으로서의 유로메디테라네”의 구현 방식은 지리적 경계로서의 남유럽을 ‘평등과 연대의 방식으로서의 남유럽’으로 감싸 안아 남유럽의 보편적 가치를 추출해 내는 “문화적인 되감기” 의 방식이다.
“지리적 권역이나 하나의 개념적 실체”로서 인식하지 않는 ‘방법으로서의 유로메디테라네’는 그동안 비유럽의 위치에 머물며 유럽의 ‘타자’였던 남유럽만의 진정한 가치를 복원하게 해줌과 동시에아프리카를 포함한 지중해 연안 국가들 사이에서 벌어지고 있는 불균형의 문제를 해소하는 방법이될 수 있었다.
더불어 마르세유-프로방스 역시 지리적 공간임과 동시에 사유의 단위인 ‘방법’ 다시 말해서 프로방스 도시들 간 연대의 ‘방법’이 되고 있다. ‘방법으로서의 프로방스’는 프로방스의 이야기와 역사를 담보하는 ‘방법’이자 ‘고립’의 지리적 실체로서의 프로방스 도시들을 소통하고 협력하게 하는 ‘방법’이다.
이처럼 마르세유는 2013년 유럽문화수도의 신청과 선정 그리고 프로젝트의 진행을 통해 도시의이미지 개선과 브랜드 제고, 관광 활성화를 이루어냈다. 그리고 ‘방법으로서의 유로메디테라네’가 남유럽과 마르세유-프로방스의 융합과 문화적 통합성의 근간임을 알 수 있었다.

다국어 초록 (Multilingual Abstract)

In the past, Marseille was notorious for social maladjustment from immigrants and illegal daily activities caused by the drug-traffic and smuggling of arms, which does not lead ethnic and culture diversity to the urban creativity. However, Marseille has achieved urban regeneration and its vitality through the ECC (European Capital of Culture; hereinafter referred as ECC) Project.
One of the key success factors of ‘Marseille-Provence 2013’ Project as a part of the ECC is ‘Euroméditerranée as a method’ of project, achieving the urban regeneration of Marseille and Provence and its vitality. ‘Euroméditerranée as a method’ of project is also a thinking methodology to resolve conflicts among the shore of the Mediterranean countries- non European continent and to find out a strong solidarity and equality by surpassing the core value of Western-Europe and its culture.
The relationship between ‘Euroméditerranée as a method’ of project and ‘Marseille-Provence 2013’ Project as a part of the ECC can be summarized as follows: First, Euroméditerranée as a method of ‘Marseille-Provence 2013’ Project is a way of considering unified culture bloc by integrating Euroméditerranée in Southern Europe, which was one of local zone in terms of unified Europe into the shore of the Mediterranean countries to restore Southern-Europe value and to provide the solution of imbalance in Afro-Mediterranean countries. Euroméditerranée as a method of ‘Marseille-Provence 2013’ Project is also a way of solution to construct a sustainable conversation and communication platform among heterogeneous culture in Southern-Europe countries.
Second, Euroméditerranée as a method is a way of equal development and solidarity between Marseille and Provence cities by overcoming the geographical boundary, which is also a way of building up testing laboratory of urban regeneration through culture, that is the radiant city (La cité radieuse) to preserve city story and its history between Marseille and Provence.
In conclusion, ‘Marseille-Provence 2013’ Project has utilized Euroméditerranée as a method to make universal value of Euroméditerranée, including Marseille-Provence by combining Euroméditerranée (Southern-Europe), outsider of Europe into Marseille-Provence, outsider of France in the manner of equality and solidarity.
