국가정책 및 산업 동향을 통해 본 조경 산업의 전망과 인력양성 방안 = A Study on the Prospect of Landscape Architecture Industry and Plan for the Manpower Development through National Policy and Industrial Trends

국문 초록 (Abstract)

본 연구는 조경관련 산업 동향 및 인력양성 현황, 국가정책을 분석하고, 전문가 의견수렴을 통해 조경산업의 발전전망 모색과 관련 인력양성을 위한 방안을 도출한 결과 다음과 같은 결론을 도출하였다.
첫째, 조경산업 관련 국가정책은 한국판 뉴딜정책(그린뉴딜)의 중점사업으로 미세먼지 차단, 생태환경 보호, 공공녹지 제공, 첨단기술 적용 신산업 분야, 코로나 19 확산에 따른 핵심기반 시설의 조성에 참여할 수 있다. 또한 기후변화 대응 정책으로 조경산업은 탄소 흡수원 확보를 위한 대표적 수단이 되며, 4차 산업혁명에 부응한 드론 활용, 가상공간 시뮬레이션, 스마트 기술 적용 조경시설물 도입, 효율적 조경관리 서비스, 스마트 공원 조성 등이 추진되고 있었다.
둘째, 조경분야 산업동향을 살펴보면 전반적으로 2015년 이후 감소추세를 보이고 있으나, 세부적으로는 종합조경공사업이 회복추세에 있고, 설계분야와 조경관리 분야는 점차 증가하는 양상을 보이고 있다. 한편, 조경직종 인력 양성은 국내 59개 학교의 조경학과 중심의 교육이 이루어지고 있으나, 현장에 필요한 실질적 교육이 사전에 이루어지지 않는다는 문제점이 확인된다. 조경기능사의 경우 타 분야에 비해 전문가의 충원이 미진한 실정이며, 전문자격 취득자의 연령이 점차 고령화되는 현상이 확인되었다.
셋째, 조경분야 산업은 국가기간산업으로서 조경산업이 확장되고 있어 긍정적 전망이 도출되었다. 조경건설업은 꾸준한 성장세를 보이고 있으며, 조경산업의 시장확대, 미세먼지와 기후변화의 악화 등의 사회적 현상은 국가적 정책과 예산지원의 증대, 산업인력 수요의 증가로 이어질 것이다. 또한 4차 산업혁명 및 한국형 뉴딜정책의 확대 시행은 조경 산업 전반에 영향을 미치고 있다. 따라서 조경 전문인력은 신기술 확대 및 관련 분야 전문가의 집중적 양성 및 현장 배치의 선순환적 시스템이 필요하다. 또한 현장 맞춤형 교육은 산학연 연계협동체계를 강화하고, 연령별 격차를 줄이는 방안이 검토되어야 하며, 새로운 조경영역에 대한 발굴 및 교육이 요구된다.

This study analyzed the trends of landscaping-related industries, manpower development status, and national policies, and sought the development prospects of landscape architecture industries through gathering expert opinions, and drew measures to foster related manpower. As a result, the following conclusions were drawn:.
First, the national policy related to the landscape architecture industry is a major project of the Korean-style New Deal (Green New Deal), which can contribute to the protection of the ecological environment, the provision of public green land, the new industries with advanced technology, and the creation of the core infrastructure needed due to the spread of covid-19. In addition, the landscape architecture industry has become a representative means of securing carbon sinks, and in response to the fourth industrial revolution, drone utilization, virtual space simulation, introduction of the landscape architecture facilities with smart technology, efficient landscape architecture management services, and smart parks were being promoted.
Second, looking at industrial trends in the field of landscape architecture, overall, has been on the decline since 2015, but in detail, the comprehensive landscape architecture project is on the recovery trend, and the design and landscape architecture management sectors are gradually increasing. Meanwhile, training of landscape architecture manpower is conducted at 59 schools in Korea, but the problem is confirmed that practical training required for the field is not conducted in advance. In the case of the Craftsman Landscape Architecture, the number of experts is insufficient compared to other fields, and the age of professional license acquisitor has been confirmed to be aging.
Third, the landscape architecture industry has a positive outlook as the landscape industry is expanding as a national key industry. The landscape architecture construction industry is showing steady growth, and social phenomena such as the expansion of the landscape architecture industry's market, worsening fine dust and climate change will lead to increased national policy and budget support, and increased demand for industrial manpower. Furthermore, the implementation of the Fourth Industrial Revolution and the expansion of the Korean-style New Deal is affecting the entire landscape architecture industry. Therefore, it is necessary to expand new technologies, intensively train experts in related fields, and to have a virtuous cycle of field staffing in relation to landscape architecture manpower. In addition, measures to strengthen the industry-academic cooperation system, narrow the age gap, and discover and educate new landscape architecture field should be considered for on-site customized education.
