여성 공무원이 정부의 질에 미치는 영향 = The Impact of Female Civil Servants on the Quality of Government

국문 초록 (Abstract)

대표관료제(representative bureaucracy)의 실현, 사회적 형평성 제고, 그리고 고급 여성인력의 노동 시장 참여를 통한 국가경쟁력 강화 등의 논리에 힘입어 여성의 공공부문 참여가 계속 확대되고 있다. 본 연구는 이러한 경향이 정부의 질(quality of government)에 어떠한 영향을 미치는지 계량적으로 분석하고 이를 토대로 공공부문 인력구조에 대한 정책적 시사점을 도출하고자 한다. 특히 정부의 질을 크게 네 가지 측면 -공정성(impartiality), 투명성(transparency), 부패수준(corruption), 효율성(efficiency)- 으로 나누어 여성공무원의 비율이 각 측면에 미치는 영향을 159개 국가를 대상으로 한 the Quality of Government Expert Survey자료를 사용하여 실증적으로 분석하였다. 그 결과, 여성 ‘고위’ 공무원의 비율이 증가하였을 때 4가지 측면에서 모두 긍정적인 효과가 나타났으나, ‘전체’ 여성공무원의 비율증가는 통계적으로 유의미한 효과를 가져오지 않았다. 이는 단순히 여성공무원의 수를 확대하는 것만으로는 정부의 질 향상이라는 긍정적인 효과를 유도할 수 없고, 고위직 여성 공무원의 비율을 증대하는 것이 효과적이 라는 것을 시사한다. 즉, 공공조직에서 유리천장 문제의 해결이 대표 관료제를 통한 형평성 확보뿐만 아니 라 정부 효율성 증대를 위해서도 필요한 정책임을 시사한다.

Female participation in the public sector is growing to improve representative bureaucracy, social equity, and national competitiveness. This paper quantitatively analyzes the effects of this trend on the quality of government, and discusses policy implications on public sector human resources management. More specifically, using the quality of government expert survey data on 159 countries, we estimate the effects of female civil servant ratios on impartiality, transparency, corruption, and efficiency of the government. The analyses show that overall female civil servant ratios have no significant effects, but that female civil servant ratios in high-ranked jobs have positive and significant effects. These results suggest that breaking glass ceiling for females in the public sector would not only improve social equity and representative bureaucracy, but also increase efficiency of the government.
