한국의 진로교육 혁신 방안: 해외 주요국 사례의 시사점을 중심으로

국문 초록 (Abstract)

본 연구는 진로교육의 4대 핵심 영역을 중심으로 노르웨이·스웨덴·영국 사례를 분석하고 한국의 진로교육 혁신을 위한 지향가치(철학), 정책 방안과 추진전략을 제시하기 위한 목적으로 실시되었다. 4대 핵심영역이란 ① 학교 교육과정 안에서의 진로교육·진로지도 콘텐츠, ② 진로담당인력의 전문성·역량 함양, ③ 진로교육 전달방식, ④ 사회적 배려대상자를 지원하는 진로교육을 의미한다. 본 연구는 이러한 영역별 해외사례의 정책과 실제를 분석하여 각 영역을 아우르며 관통하는 지향가치(철학) 12개를 추출하고 우리나라에서 우선적으로 필요한 가치(철학) 7개를 선별하고 4대 영역별 정책 방안과 추진전략을 제시하였다. 이 연구 목적을 위하여 지향가치(철학)에 대한 중요도와 시급성은 전문가 FGI 및 온라인 설문조사, 콜로키움 및 국내 세미나 개최를 통하여 재확인하였다. 본 연구에서 제안하는 4대 핵심 영역별 한국의 진로교육 혁신 방안들은 전통적인 초·중등단계 학생 대상의 진로교육으로부터 혁신적인 패러다임으로 전환하는 과정에서 발생할 수 있는 정책 실패 가능성을 조기에 예방하는 전제조건들이 될 수 있다. 또한 진로교육의 혁신이 단순한 내부적 변화뿐 아니라 다양한 부처와의 협업과 진로개발 지원의 중요성에 대한 사회적 인식변화 등과 같이 진로교육의 외부 환경 변화와도 밀접하게 연계되어야 온전히 이루어질 수 있음을 강조하였다. 모든 국민의 생애 진로개발을 지원하는 확장된 진로교육의 순기능을 활성화한다는 관점과 모든 교육(훈련)·고용·평생학습의 중심에 진로교육의 철학이 반영되어야 하는 진로교육 본위론(本位論的) 철학의 공감대를 확인했다는 점에서 연구의 의의가 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to design such innovative models by finding best practices in career education and guidance through reviewing overseas cases that can be adapted for career-educational contexts in Korea. Not only will this help prevent failures of future career development policies but also present in-depth recommendations for innovation in career education and guidance in four particular areas: 1) School curricula and contents, 2) Professional development for career development practitioners, 3) Delivery methods, 4) Career education for disadvantaged groups. Furthermore, we consider values (i.e. philosophies) extrapolated from the literature reviews that were discussed via meetings, in-depth interviews, FGIs, colloquiums, and a seminar with career education experts. Finally, the results were further validated by an online survey on the importance and urgency of the political agenda reflecting those values. The core values that have been identified as most significant and necessary for innovative career education and guidance in Korea turned out national obligation, compulsory curriculum, professionalization(expertise), collaboration & cooperation, social integration, accessibility, and endogenous principles of career education. In this study, the core values (philosophies) are found to be serving as the primary direction for individuals’ career development over the entire lifespan and lay the foundation for key strategies that shall be put forward for innovative career education and guidance in Korea.
