적극적 노동시장정책의 지출 방식이고용률에 미치는 영향 검토 = Assessing the Impact of Active Labor Market Policies on Employment Rates: Evidence from OECD Countries

국문 초록 (Abstract)

본 연구는 어떤 유형의 적극적 노동시장정책을 추진하는 것이 고용률 제고에 긍정적인 영향을 미치는가를 분석하고자 하였다. 이를 위하여, 2004년부터 2019년까지 OECD 주요 회원국의 통계자료를 바탕으로 구축한 데이터셋에 동적패널분석기법을 적용하여, 적극적 노동시장정책 지출의 GDP 대비 비율이 고용률에 어떠한 영향을 미치는가를 추정하였다. 분석 결과, 적극적 노동시장정책의 고용률 제고 효과는 통계적으로 유의미하지 않으며, 훈련 프로그램은 오히려 통계적으로 유의미하게 고용률 제고에 부정적인 영향을 미치는 것으로 나타났다. 노동시장서비스, 고용인센티브, 고용 유지 및 자활, 직접일자리창출, 창업인센티브는 고용률 제고에 유의미한 영향을 미치지 못하는 것으로 분석되었다. 따라서 정책의 효과성을 높이기 위해 관련 프로그램별 정책효과를 면밀하게 분석하고, 정책우선순위를 정하여 적극적 노동시장정책을 추진하는 방안을 검토할 필요가 있다.

This study examines the positive effects of pursuing active labor market policies on enhancing employment rates. Utilizing a dynamic panel analysis on a dataset constructed from statistics of OECD member countries from 2004 to 2019, the study estimates how the ratio of active labor market policy expenditure to GDP influences employment rates. The analysis indicates that the employment-enhancing effects of active labor market policies are not statistically significant. Intriguingly, training programs exhibit a statistically significant negative impact on employment rates. Public employment service and administration, employment incentives, sheltered and supported employment and rehabilitation, direct job creation, and start-up incentives were found to have no significant impact on enhancing employment rates. Hence, to enhance policy effectiveness, it is imperative to meticulously analyze the policy effects of individual programs and prioritize policies when pursuing active labor market policies.
