유럽재정위기에 대한 독일식 해법 형성의 배경과 전망 = Resolving European debt crisis in German way: background and prospect

국문 초록 (Abstract)

유럽재정위기는 봉합과 재현을 거듭하며 확산되어 발생한 지 3년의 시간이 경과하였다. 재정위기에 대응하는 방식에 있어서 가장 두드러진 점은 유로존 경제의 30%를 차지하는 독일의 영향력이다. 지금까지 유로존의 공동대응 과정을 살펴보면 [재정준칙의 확립]→[경제전반에 걸친 구조개혁]→[재정통합]의 순서로 독일주도의 암묵적 로드맵이 짜여 있다는 것을 알 수 있다.
독일이 재정지원에 앞서 엄격한 재정준칙과 각국의 자구적인 구조조정을 촉구하는 데에는 재정위기의 원인에 대한 독일의 시각에 그 원인이 있다. 독일 내 주류견해는 재정위기가 과도한 재정지출과 산업경쟁력 상실에 따라 발생하였으며, 유로존 차원의 공동대응에 앞서 개별국가의 노력이 선행되어야 한다는 것이다. 독일 여론은 남유럽 국가들에 대한 구제금융에 비판적인데 메르켈 총리는 독일여론에 충실한 입장을 고수하여 왔다. 이러한 배경에서 독일정부는 재정위기 발생 초기부터 구제금융에 대해 엄격한 조건을 부과하고 재정준칙의 확립을 강조하였다.
그러나 재정위기가 확산되면서 독일경제의 성장률이 크게 둔화되는 등 독일경제도 재정위기의 여파를 받고 있으며, 긴축으로 인해 더블딥에 봉착한 남유럽 국가들도 독일을 외교적으로 압박하고 있는 실정이다. 재정위기의 해결을 위해서는 무엇보다 정치적 합의가 절실한 바, 앞으로 독일이 주변국과의 합의 하에 보일 리더십은 재정위기의 향방에 매우 중요한 역할을 할 것으로 예상된다.

다국어 초록 (Multilingual Abstract)

European debt crisis has been spread out since last three years in spite of Eurozone's efforts. Germany has been taking leading role in responding to the debt crisis. It presented its implicit road map to resolve the crisis starting from the strengthening fiscal discipline of all Eurozone members and structural reforms. In German perspective the debt crisis of Southern European countries has its causes in excessive public spending and increasing lack of industrial collectiveness. In this reason, German government has insisted that Southern European countries make their efforts as much as possible to consolidate their fiscal situation and to conduct the structural reforms before any support from the Eurozone.
However, Germany' economy has been also affected by the debt crisis of neighbors and it has been increasing under diplomatic pressure of Southern European countries. In order to resolve the debt crisis, Germany's leadership in cooperating with other Eurozone members will be decisive factor.
