21세기 중국 민족정책 논쟁의 정치적 함의 분석 = Analysis of the Political Implications of China’s Ethnic Policy Debate in the 21st Century

국문 초록 (Abstract)

중국에게 있어 ‘민족’문제는 국가의 명운을 결정하는 절대적인 조건이다. 이에 사회주의 중국은 ‘다원’과 ‘평등’을기조로 삼은 민족정책을 통해 해당 문제를 조율해왔다. 그런데 2010년부터 ‘다원’을 부정하는 주장과 이를 둘러싼논쟁이 확산되었고, 이는 기왕의 민족정책에 대한 불만의 여론으로 발전하였다. 본 연구는 이 논쟁에 숨겨진 의도및 정책과의 관련성에 주목하고, 이 논쟁의 목표가 기왕의 민족정책에 대한 국민적 합의에 균열을 만들기 위한 전략적 과정임을 입증하였다. 최근 중국의 민족정책 기조가 변화하고, ‘중화민족’의 일체성이 강조되는 대신 소수민족에대한 우대정책은 축소, 취소되기 시작하였다. 이는 2010년부터 전개된 민족정책 논쟁이 해당 정책의 기조를 ‘다원’ 에서 ‘일체’로 변화시킨 사회적 동력이었음을 의미한다.

For China, ‘Ethnic’ is an absolute condition that determines the fate of the country. Accordingly, People’s Republic of China has controlled the problem of ‘Ethnic unity’ through ethnic policies based on ‘Pluralism’ and ‘Equalitarianism’. However, since 2010, arguments denying ‘Pluralism’ and controversy surrounding it have spread, which has developed into public dissatisfaction with the previous ethnic policy. This study focused on the relationship between the intentions and policies hidden in this debate and proved that the goal of this debate is a strategic process to create a crack in public consensus on ethnic policy. Recently, China’s Ethnic Policy stance has changed and the unity of the “Chinese nation” has been emphasized, but the preferential policy for Ethnic minorities has begun to be reduced or even canceled. This means that the Ethnic Policy debate, which has been developed since 2010, was a social driving force that changed the policy’s keynote from ‘Pluralism’ to ‘Monism’.
