공예문화산업클러스터 조성을 통한 일자리창출 방안연구 = 호남권을 중심으로

국문 초록 (Abstract)

최근 여러 지자체들은 광의의 문화산업인 공예산업을 클러스터로 형성함으로써 지속적인 일자리 창출을 확신해왔으며, 본격적인 지방자치제도 실시(1993년)이후 지역단체장들은 선거공약으로 지역의 특화산업을 통해 일자리를 창출하겠다고 공약해왔다. 그러나 이러한 공약들은 여러 시행착오와 부작용이 있었음에도 불구하고 지속되어 왔다. 이에 본 연구는 호남권을 중심으로 클러스터이론에서 요구하고 있는 구성요소에 따라 일자리 창출방안을 제안하는 것이 목적이다. 이를 위해 우선 이론적 배경에서 공예문화산업과 클러스터에 대한 개념을 정리한 후 공예문화산업클러스터 연구모델을 도출하였고, 도출된 연구모델에 따라, 대상지역 실태조사와 문화자원현황을 통해 당위성을 확보하였으며, 호남권 공예문화산업클러스터 조성방안을 크게 공예문화산업클러스터 입지 선정 시 고려사항과 시설인프라 구축(전시·유통, 창작·교육, 생산·제작시설) 그리고 R&D기반 및 기업지원서비스, 전문 인력양성 프로그램으로 제시하였다. 제시된 조성방안에 따라, M. Porter가 주장하는 클러스터 구성요소 및 조건 즉, 요소조건, 수요조건, 연관/지원산업, 전략/경쟁여건 측면으로 일자리 창출방안을 각각 제시하고 있다. 연구결과 결국 공예품 제작인력들에 대한 재정적 지원과 상호 네트워 크구축이 일자리를 창출하는 것이 아니라, 전시·유통과 창작·교육 그리고 생산·제작이 원활하게 진행될때, 공예문화산업발전과 함께 지속적인 일자리가 생성되는 것이다.

다국어 초록 (Multilingual Abstract)

Recently, several local governments have established the craft industry which is culture industry in a broad sense as a cluster and confirmed ongoing job creation. Since 1993 when local autonomy was fully enforced, local administrators have often made public commitments of creating jobs through locally specialized industry. However, despite several trials and errors and side effects, the commitments have been continued. At this point, the purpose of this study is to propose methods for job creation in association with constitution factors required in the cluster theory with its focus on the Honam region. To achieve this purpose, first of all, the concepts of craft culture industry and cluster were defined. Then, legitimacy was ensured through investigating the situations of subject region and cultural resources based on the derived model. Methods to develop the craft culture industrial cluster in the Honam region were broadly proposed: considerations for location selection, construction of facility infrastructure (exhibition·distribution·creation·education·production·making facilities), R&D basis and enterprise supporting service, and professional personnel development program. According to the creation methods proposed, each method for job creation was presented in terms of factor conditions, demand conditions, related and supporting conditions, and context for strategy and rivalry suggested by M. Porter. The findings suggest that support for craft personnel and construction of internetwork did not create jobs, and the development of exhibition·distribution·creation·education·production·making ecosystem greatly contributed to ongoing job creation along with the growth of craft culture industry.
