The purposes of this study were to identify the problems occurred in tuition-setting process at higher education institutions and suggest the alternatives for the rational tuition setting approaches. Specifically, in order to attain the purpose, this study analyzed the share of the tuition level represented in higher education finance structure, implemented the survey research to identify the college students and administrators' opinions regarding current tuition policies, suggested the alternatives for rational tuition setting processes. and finally explored the rational tuition setting model and method based on educational and financial needs The data, concerning the educational finance and the tuition setting processes at higher education, were extracted from Ministry of Education, KEDI, etc,. Particularly, the opinions of stakeholders in higher education were obtained from survey research. The sample was composed of 2,298 college students and 108 administrators The Chi Square was used as a statistical method in this study.
The major conclusions obtained from the alternatives for rational tuition setting processes in this study were as follows (1) The needs of college students, parents, and college authorities have to be reflected in tuition-setting process, (2) The quality of higher education institutions has to be reflected in tuition-setting process, (3) The tuition-setting process has to be implemented in a flexible and versatile system, (4) The democratization in a tuition-setting process has to be achieved by organizing a autonomous conference group participating students, professor, administrators etc, (5) The policies linking tuition and financial and for students have to be developed to encourage equity and access in higher education, finally (6) a scientific and rational computer program for setting a tuition and fee has to be developed to increase the efficiency and productivity in higher education administration system.
This study developed "a computer program for setting a tuition and fee based on educational and financial needs", even though its reliability was not yet verified However, such researches as a computer program for a tuition setting process will have to be discussed seriously for the future.
