한국 교육정책 50년 데이터비이스 구축에 관한 연구

국문 초록 (Abstract)

이 연구는 해방 이후 지금까지 약 50년간 이루어진 교육정책 연구들을 수집하여 정책연구자료 DB를 구축하고 이를 토대로 우리나라 교육정책연구의 동향을 분석하기 위해 수행되었다. 이에 따라 이 연구에서는 해방 이후 지금까지 이루어진 총 1,500여건의 교육정책 관련 문헌과 연구들을 수집하여 그 자료의 제목, 저자, 출판사, 출판 연도, 자료 유형, 분량, 연구의 목적, 내용, 방법, 결과 등을 확인하여 DB화하였으며, 이를 토대로 연도별, 영역별, 주제별 연구동향과 특징을 조사 분석하였다. 자료는 교육정책연구를 주로 수행하는 교육인적자원부, 정부출연 연구기관, 교직단체, 교육 관련 학회와 협의회, 대학부설연구소 등으로부터 수집하였고, 보다 광범한 자료 수집을 위해 국회도서관, 중앙도서관, 대학도서관 등을 활용하기도 하였다. 이들을 분석해 본 결과, 우리나라 교육정책 관련 연구의 연구동향을 영역별 시대별로 특징적인 측면을 보이고 있다.
영역별로는 1960년대부터 현재까지 평생․직업교육 관련 정책들이 610건으로 가장 많은 것으로 나타나며, 다음으로 중등교육 500건, 고등교육 402건, 초등교육 226건 등의 순으로 나타나고 있다. 이러한 동향은 시대에 따라 다소 다른 양상으로 전개되고 있다.
연대별로 보면, 1960년대에는 비록 연구물이 매우 적기는 하지만 상대적으로 교육개혁 관련 영역의 연구들이 많이 이루어졌고, 1970년대에는 중등교육과 고등교육 정책 영역의 연구들이, 1980년대에는 중등교육과 고등교육 외에 평생,직업교육 정책 영역의 연구들이, 1990년대에는 평생,직업교육정책 영역의 연구들이, 그리고 2000년대에는 중등교육 관련 정책 영역의 연구들이 상대적으로 많이 이루어진 것으로 나타난다. 이는 시대별로 국가적 차원에서 해당 분야에 정책적 관심이 집중된 데 따른 결과라고 할 수 있으며, 한편으로는 해당 분야의 전문가 혹은 연구인력들이 증가되었기 때문인 것으로 해석할 수 있다.

A study on D/B construction of education policy data of the last 50 years in Korea

This study has been achieved to analyze the trends of educational policy based on constructing an educational policy D/B by collecting information of educational policy research for last 50 yeas in Korea. To develop the D/B, 1,500 educational policy related literatures and researches for last 50 years had been collected and categorized by title, author, publisher, year of publish, reference material, quantity, purpose of research, contents, research method, conclusion; according to the D/B, this study analyze the trends of research and feature by chronological order, area, subject. Information for this study were collected mainly from the MEHRD(Ministry of Education & Human Resource Development)of Korea, government research institutions, teacher's association, education related society & council and University researchcenter as well as the National Assembly Library , the National Library and University libraries for more broad information.
As a result of analyzing researches related educational policy in Korea, this study found notable features in terms of research field and period. In terms of research field from 1960's till present, the continuing & job education related policy are themajority research field with the number of 610 researches; secondary education (500), higher education (402) and elementary education (226) follow respectively.
The major research subjects in terms of period, in 1960's, even though the number of researches were small amount, 'reform a system of education' related researches had been carried out more than any other subject. Then researches about 'secondary & higher educational policy' in 70's, 'secondary & higher education' and 'continuing & job educational policy' in 80's, 'continuing & job educational policy' in 90's and 'secondary educational policy' in 2000's were the major subjects relatively in the respective periods.
In conclusion, there are two main reasons to affect thechanges of research trend one is that the main concern of national educational policies have been changed with the times, and increased the number of experts and researcher in the related area.
